No owner of a building abutting upon or adjacent
to the line of any street shall cause, permit or suffer the water
from the roof of such building to discharge upon or flow across the
surface of the sidewalk adjacent to such building.
Every owner of a building abutting upon or any
part of which stands within 15 feet of the line of any public street,
the roof of which building pitches or slopes towards the street, shall
fit or provide such roofs with snow barriers or guards sufficient
to effectually prevent the sliding of snow and ice from such building
into any part of the street.
The tenant, occupant, owner or agent of any
building or lot of land bordering on any street, lane, square or public
place shall not allow or permit any accumulation of snow or ice to
remain on the sidewalk adjacent to said building or lot of land after
being ordered to remove same by the Police Department. Upon failure
to comply with the order, within six hours after notification, by
the tenant, occupant, owner or agent above specified, it is hereby
ordered that said snow or ice shall be removed by the Board of Public
Works, and costs of removal shall be assessed to the owner of the
building or lot of land so involved.
