A. 
These regulations set forth uniform requirements for direct and indirect contributors into the wastewater collection and treatment system for the Town of Franklin, which system contributes to and discharges through the Charles River Pollution Control District Wastewater Treatment Facility (the "facility"). Under the terms of the Clean Water Act of 1977 and the general pretreatment regulations promulgated thereunder at 40 CFR 403, as well as the terms of the national pollutant discharge elimination system permit issued to the Charles River Pollution Control District (the "district") by the United States Environmental Protection Agency (Federal Permit No. MA 0102598) and the Massachusetts Department of Environmental Protection (State Permit No. M-196), the district must have the authority to implement and enforce said regulations and permit with respect to all industrial users located in the Town of Franklin which discharge to the facility. Accordingly, the Town of Franklin Town Council hereby designates the district, by and through its District Commission and its Director, as authorized to implement and enforce the provisions of these regulations as specified herein with respect to all industrial users and, in certain instances specified herein, all users, located in the Town of Franklin. The Town of Franklin Town Council retains the authority to implement and enforce all of the provisions of these regulations with respect to all domestic and nondomestic users of the facility.
B. 
These regulations revise and restate in their entirety the sewer regulations adopted by the Town of Franklin Town Council dated January 16, 1980. These regulations shall apply to all persons in the Town of Franklin and to persons who are, by contract, agreement or permit with the Town of Franklin, users of the Town of Franklin's wastewater collection and treatment system and the Charles River Pollution Control District Wastewater Treatment Facility.
