No person shall operate any vehicle designated or used primarily for purposes of advertising on any street in the Town without a permit. Said permit shall be issued by the Chief of Police.
No vehicle shall be operated on any street if such vehicle is so conditioned or loaded as to make unreasonable or unnecessary noise.
No person traveling upon any bicycle, motorcycle, coaster, sled, roller skates or any tow vehicle shall cling to or attach himself or his vehicle to any other moving vehicle upon any roadway.
No person shall stand in a roadway for the purpose of soliciting a ride from the operator of any private vehicle.
No person shall allow, permit or suffer any vehicle registered in his name to stand or park in any street or way under the control of the Town or its Town Council in violation of any of these rules.
Any person who violates any provision of the foregoing rules shall be punished by a fine not exceeding $20 for each offense, except as otherwise provided by statute.
A. 
Access and egress. Within the limits of the federal aid project, neither additional driveways (residential or commercial) nor relocation or alteration of existing driveways shall be permitted unless they are in conformance with the Department's standards and receive prior written approval of the Massachusetts Highway Department.
B. 
Traffic islands. Traffic islands or median islands and traffic devices thereon are not to be installed, altered or removed without the prior written approval of the Massachusetts Highway Department. Parking is prohibited adjacent to all traffic islands and median islands within the federal aid project.
C. 
Traffic control signals.
(1) 
Traffic control signals shall be operated in strict accordance with the requirements and stipulations of the applicable permit.
(2) 
Changes in the sequence or operation of traffic control signals located in the project area are not to be made without written approval of the Massachusetts Highway Department.
(3) 
Traffic control signals, the operation of which is pertinent to the federal aid project area covered by this agreement, are located to control traffic as shown on the plans for Franklin Route 140 Federal Aid Project No. NH-071(003). These traffic control signals are located at West Central Street at Panther Way; West Central Street at Beaver Street; West Central Street at Union Street; West Central Street at East Street (Fire Station); East Central Street at Cottage Street; East Central Street at King Street and Chestnut Street; and Main Street at Dean Junior College (mid-block pedestrian signals).
(4) 
The Town of Franklin shall have the maintenance and operational responsibility of the following traffic control signals within this project. All others shall be maintained by the state. Town-maintained signals:
West Central Street at Union Street
West Central Street at East Street (fire station)
East Central Street at Cottage Street
East Central Street at King Street and Chestnut Street
Main Street at Dean College

A. 
The use and operation of heavy commercial vehicles having a carrying capacity of more than 2 1/2 tons are restricted on the following named streets or parts thereof, and in the manner outlined and during the period of time set forth: Upper Union Street from the second or easternmost intersection with Constitution Boulevard to the Wrentham Town line.
B. 
Exemptions. Subsection A of this section shall not apply to heavy commercial vehicles going to or coming from places upon said streets for the purpose of making deliveries of goods, materials or merchandise to or similar collections from abutting land or buildings or adjoining streets or ways to which access cannot otherwise be gained; or to vehicles used in connection with the construction, maintenance and repair of said streets or public utilities therein; or to federal, state or municipal or public service corporation owned vehicles.
