Any property owner making connection to the municipal sanitary sewers in the Town of Franklin, Massachusetts, shall immediately, upon making said connection, have the septic tank pumped out and filled with sand or gravel and/or have the septic tank pumped out and removed from said premises and the land elevation returned to normal grade.
Septage pumping and disposal shall be by a carrier with a current permit from the Board of Health and shall be done in accordance with the State Sanitary Code, 310 CMR 15.19, and with 310 CMR 15.02.
No individual sewage disposal system or other means of sewage disposal shall be located, constructed, altered, repaired or installed where a common sanitary sewer is accessible adjoining the property and where permission to enter such sewer can be obtained from the authority having jurisdiction over it.
Failure to comply with this article shall be punishable as provided for in 310 CMR 15.26 of the General Laws of the Commonwealth of Massachusetts.
