Pursuant to the provisions of the Second Class Township Code,[1] there is hereby created a Recreation Committee (the "Committee") in and for Conewago Township (the "Township"). The Committee shall consist of no fewer than five persons, to be appointed by the Board of Supervisors (the "Supervisors") for such terms as shall permit no more than two terms to expire in any one year.

The members of the Committee shall be appointed by the Supervisors for terms of five years, in such order that at least one member's term shall expire annually.
The members of the Committee shall serve without pay, and vacancies in such Committee, occurring otherwise than by expiration of a term, shall be filled by the Supervisors for the unexpired term in the same manner as original appointment.
The members of the Committee hereby established shall elect their own Chairman and Secretary and select and elect all other necessary officers to serve for a period of one year.
The Committee shall supervise, maintain and regulate parks, recreation areas and facilities. The Committee may equip and operate the parks, recreation areas and facilities and shall, for the purpose of carrying out these provisions, employ officers or employees as they deem proper. In addition, the Committee shall have supervisory authority and responsibility over general Township recreational programs. The Committee shall exercise its powers and duties in establishing standards, qualifications and salary schedules to be approved by the Supervisors. The Committee shall have power to adopt rules and regulations for the conduct of all business within its jurisdiction.
The Committee, at such times as directed by the Supervisors, shall annually submit for approval to the Supervisors a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries and programs. The Committee shall not in any manner obligate the Township for the payment of any municipal funds until the same is appropriated by the Supervisors.
The Committee may accept any grant, gift, bequest or donation of services, equipment, real estate, money or other property from any individual or group to be used as specified by the donor or by the terms of acceptance.
The Committee shall exercise the authority granted herein over any recreation place acquired hereafter or now existing, unless otherwise specified by the Supervisors.
