The Conewago Township Board of Supervisors understands
that the use of pumping stations and related force mains may be the
most cost-effective way to provide sanitary sewer service for future
customers. Therefore, the Board of Supervisors has adopted this resolution
to provide uniformity for the design, construction, and maintenance
of pumping stations to be installed in the Conewago Township sanitary
sewer service area.
As previously stated, the Board of Supervisors
may consider the use of alternative submersible pumping equipment
in the event suction-lift pumps cannot meet the hydraulic conditions.
The alternate submersible pumping equipment shall be as manufactured
by Gorman Rupp. All valves, discharge piping, controls, and related
equipment shall be as manufactured and/or supplied by Gorman Rupp.
All valves, controls, gauges, housing, access doors, and related equipment
shall be provided by a single source supplier and be mounted in an
above-grade valve vault housing. The wastewater pumping equipment
shall meet the following specifications, features, and performance
record:
A. Pump type: submersible (J- Series Package Wastewater
Pumping Station).
B. Valves: All valve ports shall be capable of passing
three-inch solids and located above grade.
C. Pumping equipment enclosure: reinforced fiberglass
or construction as approved by the Supervisors.
D. Slide rails: stainless steel.
E. Discharge: flanged header pipe shall be ductile iron
pipe (class 53) and provide an emergency bypass discharge connection.
F. Liquid level control: air bubbler with electronic
pressure switch for normal operation, provide standby independent
high water alarm float switch.
G. Alarm system: remote alarm monitoring device with
dialer capability and internet programming by Omni-site.
H. Warranty: one year from facility startup.
I. Record: manufacturer must provide history and references.
J. Gauges: Discharge pressure gauges shall be four inches
in diameter and shall be glycerin filled.
K. Testing: The pumps and controls shall be tested as
a unit at the pump manufacturer's facility prior to shipment.
The site plan will be subject to the review
and approval of the Board of Supervisors and the Board of Supervisors'
consulting engineer prior to submission to the Pennsylvania Department
of Environmental Protection for permit and prior to any construction.
The following shall represent minimum site requirements:
A. Fence: The pumping station site shall be protected
by a galvanized chain-link fence six feet in height with three-strand
barbed wire above; provide core bonded vinyl chain-link fabric (two-inch
mesh).
B. Access: The access road shall be paved (including
six inches 2A stone, five inches BCBC, 1.5 inches wearing surface,
the slope shall not exceed 12%), and shall be accessible during a
one-hundred-year flood.
C. Landscape: The site shall be seeded and the slopes
shall not exceed 20%; provide evergreen screening trees and an appropriate
planting schedule.
D. Subdivision: The site shall be subdivided with separate
deed for dedication to the Township/Supervisors. The Supervisors shall
approve acreage of the site.
The pumping station building plan will be subject
to the review and approval of the Board of Supervisors and the Supervisor's
consulting engineer prior to the submission to the Pennsylvania Department
of Environmental Protection for permit and prior to any construction.
The following shall represent the minimum requirements for the pumping
station building:
A. Structure: The building at a minimum shall have an
eight-foot ceiling height, twelve-foot overall width, and twenty-foot
overall length. The walls shall be constructed of architectural split-face
masonry units with accent blocks provided.
B. Security/locks: key locksets to the Authority/Township's
existing master key system.
C. Ventilation: Power ventilator shall provide for 12
air changes/hour (continuous) or 30 air changes/hour (intermittent).
D. Manholes: no manholes or wet well access in the pumping
station building.
E. Water service: provide 3/4 inch hose bib and sink
located in the building; provide a backflow preventer.
F. Heat: provide electric heater.
G. Lighting: provide fluorescent lighting inside the
building and high-pressure sodium for the exterior light.
H. Electrical receptacles: Provide a minimum of three
duplex outlets with ground-fault protection with waterproof covers.
One duplex receptacle to be located on the building exterior.
Submittals (four complete sets) as submitted
to the Board of Supervisors for the engineer's review shall include
the following: design calculations, system head curve, total dynamic
head, flow quantification, wet-well volume, pump duty cycle at average
and peak daily flow, force main line velocity, net positive suction
head available, reprime data, plan view and section view of pumping
station, location plan, site plan, fence specifications, operation
and maintenance manuals, electrical schematic, and as required by
the Board of Supervisors or the Supervisors' engineer.
The Board of Supervisors shall require the developer
to provide spare parts for the pumping station. The following shall
be considered to be the minimum spare parts list for the pumping station.

This article shall supersede any previous resolution,
regulation, or rule regarding the construction and operation of wastewater
pumping stations.
