In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on any highway, street, road or alley (collectively hereafter referred to as "highways") within the Township or portion of highway, the Board of Supervisors, or its designated representatives, may, at their discretion, declare an emergency due to such hazards.

A. 
After any such emergency shall have been declared, it shall be unlawful during the period of such emergency for any person to park a motor vehicle or tractor or to allow the same to remain parked on any highway within the Township that has been posted as required herein. It shall also be unlawful to operate any motor vehicle or tractor on any public highway unless such vehicle or tractor shall be equipped with snow tires, chains or other equipment to provide sufficient traction to keep such vehicle or tractor in motion so that other traffic on such highways will not be blocked or seriously impeded. The term "motor vehicle," in addition to all means of travel as defined by the Vehicle Code of the Commonwealth of Pennsylvania,[1] shall include snowmobiles, go-carts and dirt bikes. The equipment referred to in this section includes snow tires, chains or comparable equipment.

B. 
The following state routes and Township streets are declared snow emergency routes, and it shall be unlawful for any person to park any vehicle upon either side of said streets in the Township of Conewago during a snow emergency:

A. 
In order to assist the operators of motor vehicles in determining the highways affected by this article, the Chief of Police or others acting at the Chief of Police's direction or that of the Township Manager or others acting at the Township Manager's direction shall have signs, reading as noted in § 145-24A(1) and (2), permanently placed along the affected highways, streets, roads or alleys as subject to this article.

The Board of Supervisors or its designated representative shall also, through radio, newspaper or other available media, disseminate information as to the existence of such an emergency.
D. 
Criminal prosecution hereunder shall not occur unless the required signs are conspicuously located along the street in question.
E. 
Parking shall be prohibited during snow emergencies at all dead-end streets and culs-de-sac where signs are posted stating "No Parking During Snow Emergency."

It is unlawful to remove snow from private property and place same on streets and/or sidewalks.

A. 
At any time during a period of emergency declared as provided in § 145-21, any person who shall park a motor vehicle anywhere upon or along any highway or portion thereof shall be guilty of a violation of this article, and, upon conviction thereof, shall pay a fine of up to $500 plus the costs of prosecution.

B. 
Any person who fails to remove or cause to be removed a motor vehicle from any public street, road, highway or alley within the six hours of the declaration of a snow emergency or within two hours of actual notice to do so shall be deemed in violation of this article and shall be fined up to $500 plus the costs of prosecution. Each calendar day the motor vehicle remains in violation of this article shall be deemed a separate offense.
C. 
Any person who shall operate a motor vehicle upon any public street, road, highway or alley without being equipped with snow tires, chains or other equipment to provide sufficient traction to keep such vehicle in motion; who removes snow from private property and places same on streets and/or sidewalks; who fails to comply with the provisions of § 145-26.1 regarding refuse collection during snow and ice emergencies; or who violates any other provision of this chapter for which a specific penalty is not provided for above shall be guilty of a violation of this chapter and shall pay a fine of up to $500, plus costs of prosecution.

D. 
In default of paying the fine prescribed by this article subsequent to conviction, the person found to be in violation of this article may be sentenced to serve a jail sentence of up to 10 days in jail.
E. 
Conviction hereunder shall be a summary criminal offense.
Any vehicle parked in violation of this article shall be subject to being towed away at the expense of the owner. The Chief of Police or those operating under his direction shall attempt to contact the owner of the vehicle to notify such individual of the action. The authority granted hereby is not conditioned on a criminal prosecution but rather shall be civil in nature. The notice requirement set forth above may be met by a letter addressed and mailed to the registered owner within 24 hours of the date of removal of the vehicle. Other forms of notice or attempted notice will meet the notice requirement, but this notice requirement is directory in nature.

To ensure the efficient and effective collection of refuse from properties in the Township and the safety of collection personnel, all property owners, businesses, tenants, and any other persons placing refuse out for pickup shall abide by the following policies during snow and ice emergencies:
A. 
All refuse containers shall be placed at their regular pickup location. Containers not placed in the required location will not be picked up.
B. 
Property owners, businesses, tenants, and other persons placing refuse out for pickup shall remove snow and ice to create room for refuse containers so that refuse and/or containers do not block any portion of the street, roadway, alley, sidewalk, or any other such path used for vehicular or foot traffic. These locations shall be kept clear of ice and snow at all times to prevent slipping of collection personnel. Any snow that has accumulated on refuse containers shall be removed prior to collection.
