In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in §
415-63 of this chapter, the Mayor, in his discretion, may declare a snow and ice emergency (designated in this chapter as a "snow emergency"). Information on the existence of a snow emergency may be given by the Borough through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.
After any snow emergency is declared, it shall
be unlawful, at any time during the continuance of the emergency,
for any person:
A. To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in §
415-63 of this chapter; or
B. To drive any motor vehicle on any such snow emergency
route, unless that vehicle is equipped with snow tires or chains.
The following are designated as snow emergency

A. Definitions. As used in this section, the following
terms shall have the meanings indicated:
DAY
A day shall commence at 12:00 noon and end on the next succeeding
12:00 noon, with the date as of 12:01 p.m. controlling as to whether
the governing day shall be classified as to odd or even.
VEHICLES
All motor vehicles using Borough streets, including all business
or private transportation, conveyances, trucks, and other vehicles
of any type whatsoever powered by engines using a petroleum-based
fuel.
WINTER
The time period starting on December 15 and ending on March
15 of the next year.
B. Regulations.
(1) Throughout the year (not just in the winter), all
vehicles shall be parked on the sides of streets having odd-numbered
houses on odd days of the month. On even-numbered days of the month,
all vehicles shall park only on the sides of streets bearing even
house numbers.
(2) On streets which do not have house numbers, parking
shall be done in such areas as designated by the Borough of Coudersport
Police Department.
C. Penalties. Any driver or owner of a vehicle violating
the provisions of this section shall upon conviction pay a fine of
not more than $25, together with costs of prosecution.
