Hearings shall be held at the municipal building of the Village of Mount
Kisco or at such other place as the Chairman of the Board may direct, at the
time set forth in the call for such hearing.
Any hearing may be adjourned by a majority vote of the members of the
Board present thereat.
The Board shall hear such witnesses as it may require. Witnesses need
not be sworn and their testimony need not be recorded verbatim. The testimony
at any hearing, by discretion of the Chairman or of any two members of the
Board, shall be recorded stenographically.
Any party to an appeal may apply to the Secretary of the Board for the
issuance of subpoenas directing the attendance of any witnesses he may desire
to call at the hearing. The Secretary shall thereupon advise the Chairman
of the Board of such request and he shall, in his discretion, issue the subpoenas
so requested.
The appellant shall permit the Board to make such inspections as it
deems necessary.
The Board shall render its decision promptly, setting forth the grounds
thereof, and shall file such decision with the Secretary of the Board, who
shall notify the parties of the filing thereof.
