As used in this article, the following terms shall have the meanings indicated:
RECREATIONAL MOTOR VEHICLE
Includes but is not expressly limited to minibikes, motor scooters, go-carts, golf carts, motorbikes, dune buggies and swamp buggies, mopeds and any other similar motor vehicles of the type that are normally used on land for recreation, entertainment or pleasure. The use of lawn mowers, powered garden vehicles and other similar utilitarian domestic vehicles is specifically excepted herefrom.
It shall be unlawful for any person to operate or permit and suffer to be operated a recreational motor vehicle, as defined in § 56-102, within the Village of Valley Stream under any of the following circumstances:
A. 
On any public grounds or property, public streets excepted, including Village-owned land, which shall include but not be limited to parks, ball parks, recreation areas, easements and sidewalks or areas, dedicated to or commonly used for vehicular or pedestrian traffic, Village storage facilities, garage areas and Board of Education lands, unless specifically designated, set aside and reserved therefor by resolution of the Village of Valley Stream.
B. 
In such manner as to create loud or unnecessary noise so as to unreasonably disturb or interfere with persons in the peaceful and quiet enjoyment of their property.
C. 
In a careless, reckless or negligent manner so as to endanger the safety or property of any person.
Any person who shall violate any of the provisions of this article shall, upon conviction thereof, be punished by a fine not to exceed $250.
All ordinances, local laws or resolutions or parts of ordinances, local laws or resolutions of the Village of Valley Stream inconsistent with the provisions of this article are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency, and in all respects this article shall be in addition to other legislation regulating and governing the subject matter covered by this article.
If any section, paragraph, subdivision or provision of this article shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this article as a whole, or any part or provision thereof, other than the part so decided to be invalid or unconstitutional.
This article shall take effect immediately as provided by law.
