No person shall injure, mutilate or destroy any fire hydrant, street sign, electric light bulb, electric light globe, boulevards, lighting post or any other property owned or rented by the Incorporated Village of Valley Stream, Nassau County, New York, or throw or pile any sand or ice around or directly in front of any hydrant.
Any person violating any provision of this article or any part thereof shall be liable for and forfeit and pay a penalty of not less than $10 nor more than $100 for each offense, and any violation of this article or any part thereof shall constitute disorderly conduct, and the person so violating any of the provisions of this article shall be and is hereby declared a disorderly person.
