This code shall be known and may be cited as
the "Plumbing Code of the Village of Valley Stream."
The provisions of this code shall not apply
to:
A. Public schools which are under the jurisdiction of
the New York State Education Department.
B. Projects under the control of federal, state or county
agencies or authorities.

The provisions of this code shall constitute
the minimum requirements in every case for the performance of all
plumbing in the Village of Valley Stream. Notwithstanding such minimum
requirements, but subject thereto, all plumbing shall be done in good
workmanlike manner, according to generally accepted practice in the
Village of Valley Stream and of the New York State Plumbing Code,
whichever shall be the stricter, shall presumptively constitute good
and workmanlike performance of such work according to such practice,
provided that the minimum requirements of this code are complied with.
It shall be the duty of the Superintendent of
Public Works and he is hereby given the power and authority to enforce
the provisions of this code.
The Village Board shall approve a Plumbing Inspector
or Inspectors, each of whom shall have had at least 10 years' experience
in the plumbing trade, and who shall act as such under the jurisdiction
of and report his findings to the Superintendent of Public Works.

A. All applications for permits shall be examined by
a Plumbing Inspector and, if the same are found to comply with the
provisions of the Plumbing Code, a permit for the work specified shall
be issued. All plumbing work, as the same is being installed or performed,
shall be examined by a Plumbing Inspector with the provisions of this
code and the conditions of the permit.
B. Upon notification by the plumber that the work is completed, the Village will allow the owner 30 days to make the premises available for inspection during the inspection hours of the Plumbing Inspector. Refusal to allow inspection of completed work shall constitute a violation of the code and the Village shall issue a court summons pursuant to §
63-34.
Whenever a Plumbing Inspector finds, upon examination,
that a violation of a provision of the Plumbing Code, or any unsafe
or unhealthful condition exists, he shall endeavor to compel an immediate
correction of the condition. Failing in this, he shall make a report
of the condition deemed to be unsafe or unhealthful or in violation
of said code and shall deliver a copy of such report to the owner,
agent or other person in charge of or in control of the premises and
shall report such violation to the Superintendent of Public Works,
who shall enforce the provisions of said code by appropriate remedies,
as provided by law.
The Superintendent of Public Works shall keep
a record of applications filed, permits issued, certificates issued,
reports, notices and orders issued.
The Superintendent of Public Works shall make
a monthly report of fees collected to the Treasurer of the Incorporated
Village of Valley Stream.
