A. 
The following municipal parking fields in the Incorporated Village of Valley Stream are hereby designated as areas wherein the parking of vehicles shall be permitted only upon the conditions set forth in §§ 93-45 through 93-52:
(1) 
Parking Field No. 1, which is bounded on the east by South Franklin Avenue, on the south by Station Plaza, on the west by the creek and on the north by West Hawthorne Avenue, includes the area under the Long Island Railroad structure extending from Franklin Avenue westerly to the masonry wall westerly of Hicks Street and also certain areas on the north and south side of Station Plaza between Duffe Place and westerly to the creek.
(2) 
Parking Field No. 2, which is located on the south side of West Hawthorne Avenue, west of South Corona Avenue.
(3) 
Municipal Parking Field No. 3, located on the south side of East Jamaica Avenue between Rockaway Avenue and Grove Street.
(4) 
Municipal Parking Field No. 4, located at the rear of the West Nassau Dialysis Center approximately 150 feet east of Rockaway Avenue.
(5) 
Municipal Parking Field No. 5, located on the south side of West Jamaica Avenue between Rockaway Avenue and Corona Avenue.
(6) 
Parking Field No. 6, located at the southeast corner of DuBois Avenue and Cochran Place.
(7) 
Municipal Parking Field No. 7, located on Fourth Street approximately 100 feet east of Rockaway Avenue.
(8) 
Parking Field No. 8, which is located on the east side of Hicks Street between West Hawthorne Avenue and West Jamaica Avenue.
(9) 
Municipal Parking Field No. 9, located on the north side of Lincoln Avenue between Rockaway Avenue and Corona Avenue.
(10) 
Municipal Parking Field No. 10, located at the southeast corner of Maple Street and Rockaway Parkway.
(11) 
Municipal Parking Field No. 11, located on the north side of Lincoln Avenue approximately 100 feet east of Rockaway Avenue.
(12) 
Municipal Parking Field No. 12, located on the south side of Fairview Avenue approximately 100 feet west of Rockaway Avenue, and on the north side of Mineola Avenue approximately 100 feet west of Rockaway Avenue.
(13) 
Municipal Parking Field No. 13, located on the east side of Rockaway Avenue directly north of the railroad structure.
(14) 
Municipal Parking Field No. 14, located at the north side of Ethel Street and the west side of North Central Avenue.
(15) 
Municipal Parking Field No. 15, located at the west side of North Central Avenue between the north side of Lutz Drive and the south side of Fritchie Place.
(16) 
Municipal Parking Field No. 16, located on the northeast corner of South Corona Avenue and West Jamaica Avenue.
(17)

A. 
Resident parking by permit shall be permitted in the following numbered fields: Nos. 1, 1A (nine designated spaces), 2, 3, 4, 6, 7, 8A, 9, 10, 14, 15, 16, 17, 20, 21, 22, 23, 25, 27, 29A and 32.

B. 
Nonresident business people, merchants and their employees may obtain a special permit for parking in the Field Nos. 2, 3, 4, 7, 8A, 9, 10, 14, 15, 16, 17, 19, 20, 21, 22, 25, 27, 29, 33 and 34.

C. 
Nonresident commuters parking shall be restricted by permit, to the following fields: Nos. 4, 8, 19 and 26.

D. 
The following fields shall be designated as "transient parking lots," open to any noncommercial passenger vehicle, without permit: 1A (22 spaces), 5, 10A, 11, 12, 13, 15A, 18, 19, 20A, 24, 25A, 28, 29, 30, 31, and 34.

E. 
Commercial vehicle parking for Village residents only shall be allowed in Parking Field 19 in a specified commercial parking zone area. Commercial vehicles must have a commercial parking permit issued by the Village to use Field 19.

A. 
Issuance and display. All parking permits shall be issued by the Village Clerk in accordance with the applications and forms therefore approved by the Board of Trustees, and all vehicles for which such permits shall be issued shall have conspicuously displayed a tag, plate or sticker issued by the Village Clerk and bearing the license number of the vehicle and the year for which the permit shall be issued.
B. 
Qualifications; term; nontransferability.

(1) 
Resident parking permits shall be issued only to:
(a) 
Residents of the Village; or
(b) 
To owners of property assessed on the last assessment roll of said Village.
(2) 
Nonresident parking permits shall be issued only to nonresidents of the Village and shall be available on a first-come-first-served basis. Nonresident permits will be limited to the number of spaces contained in the fields designated as nonresident commuter lots.
(3) 
Nonresident merchants, businessmen and employee permits shall be issued to any person or persons doing business in the Village, within the meaning of Chapter 54 of this Code, and registered thereunder and to their employees. Employees at the time of application for said permit must produce evidence to the Village Clerk from their employer certifying that said applicant is currently on the payroll of the designated business. Those persons operating a business as a professional, as recognized under Chapter 54, § 54-1, and their employees shall be entitled to said permit upon submission of proof satisfactory to the Village Clerk that they are so doing business and in fact employ said persons.
(4) 
Commercial trucks. Parking permits for commercial trucks shall only be issued upon the following conditions:
(a) 
To a resident or merchant of the Incorporated Village of Valley Stream.
(b) 
Upon proof to the Incorporated Village of Valley Stream that the issuance of said permit is in the best interest of the Village of Valley Stream and that said commercial vehicle will in no way hamper the efficient operation of the parking lot.
(c) 
Upon further proof to the Board of Trustees of the Incorporated Village of Valley Stream that said commercial vehicle does not have a maximum gross weight of more than 9,500 pounds.
(d) 
Upon meeting all other requirements that the Board of Trustees of the Incorporated Village of Valley Stream deems necessary for the safety and welfare of the residents of the Village of Valley Stream.
(e) 
Said permit issued to a commercial vehicle will permit the commercial vehicle to park in fields owned, leased and operated by the Incorporated Village of Valley Stream, for a continuous period of 24 hours/seven days a week, provided that said commercial vehicle meets with all other parking field regulations.
(5) 
To persons or corporations engaged in not-for-profit, public interest, and/or community services within the jurisdictional boundaries of the Incorporated Village of Valley Stream. Parking permits for not-for-profit, public interest, and/or community services shall only be issued upon the following conditions:
(a) 
Upon proof to the Board of Trustees of the Incorporated Village of Valley Stream that the issuance of said permit would be beneficial to the public interest of the Village of Valley Stream; and
(b) 
Upon meeting any other requirements or conditions that the Board of Trustees of the Incorporated Village of Valley Stream deems necessary for the safety and welfare of the residents of the Village of Valley Stream.
(6) 
Term. The permit year shall commence on May 1 of each year and terminate on the last day of April the following year for all permits except the commercial parking permit. The commercial parking permit shall commence on June 1 of each year and terminate on the last day of May the following year.
(7) 
Nontransferability. No permit shall be transferable from one vehicle owner to another or from one vehicle to another.
C. 
Fees. The fee for each permit issued pursuant to this section shall be as prescribed by resolution of the Board of Trustees, duly adopted at an open meeting.[1]

D. 
Penalties for offenses. Any person violating any of the provisions of this article relating to the enumerated parking fields shall be liable for a fine not to exceed $50, excluding late penalties as provided in § 93-78; except that a violation of § 93-46B(6), governing transferability of permits, will result in a penalty or fine consisting of $500 and the loss of said permit. If the aforementioned fine shall not be paid within 30 days from the date the summons was issued, a late penalty equal to the original fine shall be added to the fine. Additionally, no new permit shall be issued to any person whose permit has been so revoked within 10 years from the date of such revocation. Notice of such revocation and the reason therefor shall be served in writing upon the person named in the application, by mailing the same to the address given in the application, and a copy of such shall be filed with the Village Clerk. In addition thereto, each violation of any provisions of this article shall constitute and is hereby declared to be disorderly conduct, and any person violating the same shall be and hereby is declared a disorderly person.

A. 
All automobiles must be parked in accordance with the rules and regulations enacted for the operation of the municipal parking fields.
B. 
All automobiles must be parked straight and between the markings that are placed in all parking fields. Any person violating this provision shall be liable for a fine not to exceed $45, excluding late penalties as provided in § 93-78.
C. 
No automobile shall be parked or permitted to stand in any lane or driveway in any parking field. Any person violating this provision shall be liable for a fine not to exceed $45, excluding late penalties as provided in § 93-78.
D. 
It shall be unlawful for any person to park or leave standing any vehicle in a municipal parking field with an expired vehicle registration or vehicle inspection sticker. Any person violating this provision shall be liable for a fine not to exceed $45, excluding late penalties as provided in § 93-78, except that any person violating this provision with an expired vehicle registration or vehicle inspection sticker that expired more than 60 days prior to the issuance of the summons shall be liable for a fine not to exceed $100, excluding late penalties as provided in § 93-78.

Only motor vehicles used and operated for pleasure purposes and commercial delivery trucks which have been given a permit by the Board of Trustees of the Incorporated Village of Valley Stream pursuant to § 93-46 of this article shall be permitted to park in any parking field or area owned, leased or operated by the Village of Valley Stream. No automobile repairs, including oil changes, are to be made in any parking fields. The fine for violation shall not exceed $85, except in the case of illegal automobile repairs in which case the fine for violation shall not exceed $2,000 for the first offense and $3,000 for each subsequent offense.
The provisions of this article shall be enforced by the Nassau County Police Department and Appearance Ticket Officers of the Village of Valley Stream, as authorized by Chapter 5 of the Village Code.
The Board of Trustees may at any time, for such cause as upon investigation it may deem sufficient, revoke any license granted under the provisions of this article.
The provisions of this article notwithstanding, the Board of Trustees, in its discretion, may suspend, alter, amend or revoke all or any part of the provisions of this article pertaining to municipal parking fields by resolution passed at any public meeting of the Board of Trustees.
