All traffic and parking regulations of a permanent
nature shall be enacted as ordinances or as parts of ordinances or
as amendments to ordinances of the municipality.

A. The Chief of Police or equivalent official or officer
in charge of the Police Department shall have authority to close any
street or specific part of a street to vehicular traffic and to place
barriers or station police officers or law enforcement officers at
each end of the closed portion while construction or maintenance work
is under way or a special event is being conducted on the closed portion.
It shall be unlawful for any person to drive a vehicle upon any such
closed portion.
B. The Chief of Police or equivalent official or officer
in charge of the Police Department shall have authority to establish
a restricted traffic area upon any street where construction or maintenance
work is under way and to station flagmen at each end of the restricted
portion. It shall be unlawful for any person to drive a vehicle upon
any such restricted traffic area at any time when the flagman is displaying
a sign directing that vehicle to stop or is signaling that vehicle,
by a flag or other device, not to proceed.

The police officers and law enforcement officers,
where granted authority, shall have the authority to enforce all Pennsylvania
Crimes Code, Pennsylvania Vehicle Code and applicable ordinances of Lower Allen Township upon
the highways within the borders of Lower Allen Township. Additionally,
the police officers and law enforcement officers shall have authority
to direct traffic on the streets in the Township, at intersections
in public and in other places where the Vehicle Code or this chapter
apply. Police officers and law enforcement officers shall also have
the authority to request and temporarily appoint persons to direct
traffic in the event of an emergency situation.

A. Any police officer or law enforcement officer of the
Township is hereby authorized to place a violation notice for any
traffic and/or parking violation under the provisions of any ordinance
of the Township or for any of the traffic or parking prohibitions
contained in the Vehicle Code in a visible place on any vehicle found
to be in violation thereof in the Township commanding the person to
report to the Township Office within 48 hours. The Township Manager
is authorized to receive fines for any such violation and to remit
the same to the Township Treasurer.
B. When any person who has received a violation notice
for a violation of any ordinance of the Township has refused to appear
within 48 hours and to remit the fine provided for the violation,
the Chief of Police or equivalent official shall cause a proceeding
to be instituted for the violation in accordance with the provisions
of the First Class Township Code.

C. When any person who has received a violation notice
for a violation of any parking or traffic provisions of the Vehicle
Code has refused to appear at the Township Office within 48 hours
and to remit the fine provided for the violation, the Chief of Police
or equivalent official shall cause a proceeding to be instituted in
accordance with the provisions of the Motor Vehicle Code.

D. The form of the violation notice for the violation
of ordinances and the Vehicle Code shall be established by the Township
Manager.
E. The Chief of Police or equivalent official shall be
responsible for maintaining a record of the status of violation notices
issued. This record shall be available to the public upon request.

F. The Township Manager shall keep account of all fines
received by him and report the same to the Board of Commissioners
of the Township at each regular meeting, giving an itemized statement
of all moneys received and paid to the Township Treasurer.
