The purpose of this chapter is to protect the
public welfare, safety and convenience and to reduce the congestion
and eliminate the gridlock effect which frequently results along Ridge
Road within the Borough as a result of cruising and to ensure access
for the general public and, in particular, for emergency and safety
vehicles to and around Ridge Road.
As used in this chapter, the following terms
shall have the meanings indicated:
Driving a motor vehicle on a designated street or traffic
artery past a traffic control point in said designated area three
or more times within any one-hour period from 9:00 p.m. to 4:00 a.m.
or six or more times within any three-hour period from 9:00 p.m. to
4:00 a.m., prevailing time. Passing the control point a third time
or a sixth time, under the conditions stated herein, shall constitute
"cruising" and, therefore, a violation of this chapter.
All of the streets known as Ridge Road through Union Avenue
on to the north of the Belleville Turnpike.
A reference point designated by a sign to advise the public
of this chapter on Ridge Road in the designated area selected by a
police officer for the purpose of enforcing this chapter.

No person shall cruise. For the purposes of this prohibition,
the person operating the vehicle shall be considered the person cruising.

Exceptions. This section shall not apply to any vehicle
licensed to or operated by a federal, state or municipal official
while on official business; any public safety or emergency vehicle;
or any vehicle utilized for public transportation, whether the same
is a bus, taxicab or limousine.
