Whenever any words and phrases are used in this
Part, the meaning respectively ascribed to them in Subtitle 1 of Title
39 of the Revised Statutes of New Jersey shall be deemed to apply
to such words and phrases used herein.

Unless another penalty is expressly provided by New Jersey statute,
or except as specifically provided in some other section of this Part,
any person who shall violate the provisions of this Part or any supplement
thereto shall be liable to the following penalties:
A.
For a violation of § 187-6, a fine of $30, plus costs not to exceed $30, payable to the Violations Bureau, Borough of North Arlington, or imprisonment in the Bergen County Jail for a period of not more than 15 days, or both, within the discretion of the Magistrate.
B.
For a violation of § 187-7 or 187-8, a fine of not less than $10 nor more than $100, plus costs not to exceed $30, payable to the Violations Bureau, Borough of North Arlington, or imprisonment in the Bergen County Jail for a period of not more than 15 days, or both, within the discretion of the Judge.
D.
(1)
For a violation of § 187-9, as follows:

(a)
For a first offense: a fine of not less than $250, plus costs
not to exceed $30, payable to the Violations Bureau, Borough of North
Arlington.
(b)
For subsequent offenses: a fine of at least $250 and up to 90
days' community service on such terms and in such form as the court
shall deem appropriate, or any combination thereof.
E.
For a violation of § 187-10.1, a fine of $55, plus costs not to exceed $30, payable to the Violations Bureau, Borough of North Arlington, or be imprisoned in the Bergen County Jail for a period of not more than 15 days, or both, within the discretion of the Judge.
F.
For a violation of § 187-10.2, a fine of $55, plus $5 costs, payable to the Violations Bureau, Borough of North Arlington, or be imprisoned in the Bergen County Jail for a period of not more than 15 days, or both, within the discretion of the Judge.
G.
For a violation of § 187-5 with respect to the angled parking on the west side of Beech Street at the North Arlington Middle School, and in addition to the penalties set forth in § 187-2B, any person violating the terms of this Part shall also be liable for towing and storage fees as set forth in § 360-11 (Towing and storage fee schedule).

The provisions of this section imposing a time
limit on parking shall not relieve any person of the duty to observe
other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles as set forth in N.J.S.A.
39:4-138 or any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon

Except when necessary to avoid conflict with

of a vehicle, shall stand, park or store any vehicle on private property
within 10 feet of the curbline of any street or highway within the
Borough of North Arlington. Except that nothing shall prohibit a vehicle
from using the full length of a residential driveway to park said
vehicle.

A.
It shall be unlawful to immobilize, by use of any wheel-lock device
("boot") or other method, a vehicle that is parked on private property,
whether for an unauthorized or authorized purpose, without the written
permission of the owner, lessee or agent of the motor vehicle.
B.
Violators of this section shall receive a fine of not less than $100
and not more than $500 for the first offense. The penalty for a second
and subsequent offenses shall be no less than $500 and no more than
$2,500.
C.
This section shall not apply to the Borough of North Arlington Police
Department or any unit of local government.
