Every barbershop, beauty shop and hairdressing
and massage establishment in the Borough of North Arlington shall
be opened to this Board for inspection at any time and the following
rules shall be observed therein:
A. All said business places and the fixtures and furnishings
thereof shall be kept in a clean and sanitary condition.
B. Mugs, shaving brushes, razors, scissors, clipping
machines, pincers, needles and other instruments shall be sterilized
by immersion either in boiling water or in alcohol of at least 60%
strength, or in such other preparation approved by this Board after
each separate use.
C. Clean towels shall be used for each person.
D. Alum or other material used to stop the flow of blood
shall be applied only on a clean towel or other clean cloth.
E. Every employee or owner of such business place shall
thoroughly cleanse his/her hands immediately before serving each customer.
F. Every such business place shall be well ventilated
and provided with running hot and cold water.
G. No such business place shall be used as a sleeping
room.
H. Suitable and sufficient toilet facilities must be
provided in accordance with the Plumbing Code of the Board of Health
of the Borough of North Arlington.

I. All cuspidors shall be disinfected daily.

J. There shall be at least one wash basin, constructed
of a nonabsorbent material and provided with suitable fixtures for
supplying hot and cold water.

K. Any owner or employee suffering from any infections
or communicable disease shall forthwith cease his/her services in
or about any place licensed under the provisions of this article.

L. All headrests shall be covered with a clean towel
or paper covering for each and every patron.

The Health Officer of the Borough of North Arlington
shall have the right, during business hours, to inspect any place
licensed under the provisions of this article, for the purpose of
determining whether or not any violations of the terms of this article
exist.

This article shall apply to any person who represents
to the public that the said person is engaged for hire in the occupation
or business of shaving, clipping, cutting, trimming, singeing, shampooing,
marcelling, waving or anything which a barbershop, beauty shop or
hairdressing or massage establishment may do in the ordinary run of
its business, whether or not said person has a permanent establishment.

All fines collected for the violation of any
provisions of this article shall be paid to the Borough Treasurer,
who shall apply the same to the Board of Health.
No such barbershop, beauty shop or hairdressing
or massage establishment shall be operated or continued in operation
until a permit or license therefor shall be granted by the Board of
Health upon written application to the Inspector for same. The fee
for such license shall be $2 per year and each license or permit shall
expire on the last day of June each year.
Such permits or licenses shall not be sold,
assigned or transferred and may be revoked by this Board of Health
if the ordinances of the Borough of North Arlington and the laws of
this state are not strictly complied with.
