There is hereby created and established a Board of Recreation Commissioners of the Borough consisting of seven members.

The Board of Recreation Commissioners is authorized to make and adopt suitable rules, regulations and bylaws for the purpose of carrying out its objects and to elect a Chairman and such other officers as it may deem advisable from among its members. The Board shall have all of the powers, duties and functions, obligations and responsibilities as provided in N.J.S.A. 40:12-1 et seq., and the supplements and amendments thereto, including specifically, but without limitation, organization and administration of Town Day, summer day camp, Ragamuffin Parade, and Easter Egg Hunt, oversight and scheduling of use of the Borough's athletic fields and parks, and oversight of Borough's athletic associations and Senior Activities Association, as necessary. Subject to the consent of, and in conjunction with, the Mayor and Council, the Board may appoint a Recreation Director.

A. 
The position of alternate member of the Recreation Commission is hereby established. The Mayor shall appoint two alternate members to the Recreation Commission. Alternate members shall be designated at the time of appointment by the Mayor as "Alternate No. 1" and "Alternate No. 2." The terms of the alternate members shall be for three years, except that the terms of the alternate members shall be staggered by the appointment of one of the alternates for an initial term that is a year less than a regular term.
B. 
Alternate members may participate in all matters but may not vote except in the absence or disqualification of a regular member of any class. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.
