A massage, bodywork and/or somatic therapy business shall be a conditional use in the Local Business District, B-1, provided that, upon proper application and hearing, the Planning Board finds and determines that the following conditions have been met:
A. 
The business may only be operated and carried on by a person possessing a certification, which shall be prominently displayed, as a massage, bodywork or somatic therapist issued pursuant to the Massage, Bodywork and Somatic Therapist Certification Act, N.J.S.A. 45:11-53 et seq., and any amendments thereto; and
B. 
The business owner shall submit a site plan for approval by the Planning Board which, in addition, shall detail all entrances, partitions, window openings, ventilation, plumbing, fixtures, water supply, waste and vent connections, which plan shall also be submitted to the Construction Code Official to determine compliance with all applicable building codes; and
C. 
The business shall be equipped with toilet and lavatory facilities for patrons and personnel as required by law, and each operating area shall be equipped with a hand lavatory; and
D. 
No part of the business premises shall contain, be equipped with or be used as a bedroom or sleeping quarters; and
E. 
The business shall comply with all other Borough ordinances applicable to the site, including off-street parking.
