For the purposes of this article, the following terms will have the meanings indicated:
OPERATOR
Every individual who shall operate a vehicle as the owner thereof or as the agent, employer or permittee of the owner.
PERSON
Every individual, firm, copartnership or corporation.
STREET
Any public street, avenue, road, boulevard, highway or other public place located in the Town of Phillipsburg and established for the use of vehicles.
VEHICLE
Any device in, upon or by which any person or property is transported upon a highway, except a device which is operated upon rails or tracks.
A. 
Hours of meter operation: 9:00 a.m. to 5:00 p.m. weekdays; 9:00 a.m. to 1:00 p.m. Saturdays, except holidays.
B. 
The Town Council of the Town of Phillipsburg hereby authorizes the establishment of zones, to be known as "parking meter zones," on the following streets and highways in the Town of Phillipsburg:
(1) 
On both sides of South Main Street from Union Square to Hudson Street.
(2) 
On the west side of South Main Street from a point 100 feet, more or less, from the northerly curbline of River Street south to Jefferson Street.
(3) 
On the east side of Stockton Street between South Main Street and Sitgreaves Street.
(4) 
On both sides of Jersey Street from Sitgreaves Street to South Main Street.
(5) 
On the west side of Sitgreaves Street from South Main Street to Jersey Street.
(6) 
Angle parking spaces on the north side of Jersey Street from Sitgreaves Street to South Main Street (on school days).[1]

Parking meters installed in the parking meter zones established, as provided in § 67-30 hereof, shall be placed immediately adjacent to the individual parking places hereinafter described. Each parking meter shall be placed or set in such a manner as to show or display a signal that the parking space adjacent to such meter is or is not legally in use. Each parking meter installed shall indicate by a proper legend that legal parking time established by the Town and, where operated, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal or overparking.
A. 
The Superintendent of Public Works is hereby instructed to have lines or markings painted or placed upon the curb sidewalk or upon the street adjacent to each parking meter, for the purpose of designating the parking space for which said meter is to be used.
B. 
Each vehicle parked adjacent to or next to any parking meter shall be parked within the lines or marking so placed. It shall be unlawful and a violation of this chapter to park any vehicle across such lines or marking or to park such vehicle in such a position that the same shall not be entirely within the area so designated by such lines or markings.
When any vehicle shall be parked in any space adjacent to where a parking meter is located in accordance with the provisions of this chapter, the operator of said vehicle shall, upon entering said parking space, immediately deposit or cause to be deposited a coin or coins of the United States, as designated on said parking meter and in accordance with the time designated thereon, and failure to deposit such coin or coins shall constitute a breach of this chapter and shall subject such person to the penalty described in § 67-38 hereof. Upon the deposit of such coin or coins and placing such meter in operation, the parking space may be lawfully occupied by such vehicle during the period of parking time which has been provided for the part of the street in which said parking space is located. If such vehicle shall remain parked in such parking space beyond the parking time paid for such parking space, the parking meter shall, by its dial and points, indicate such illegal parking, and, in that event, such vehicle shall be considered as parked overtime and beyond the period of legal parking time, and the parking of a vehicle overtime or beyond the period of legal parking time in any such part of a street where any such meter is located shall be a violation of this chapter and shall be punished as hereafter set out.
It shall be unlawful and a violation of the provisions of this chapter for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the limit of legal parking time established for any parking meter zone as hereinafter described.
It shall be unlawful and a violation of the provisions of this chapter for any person to permit a vehicle to remain or be placed in any parking space adjacent to any parking meter while said meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time provided for such parking space.
It shall be unlawful and a violation of the provisions of this chapter to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute or any other substitute for a United States coin.
A. 
It shall be the duty of the police officers of the Town of Phillipsburg to report:

(1) 
The number of each parking meter which indicates that the vehicle occupying the space adjacent to such parking meter is parked in violation of any of the provisions of this chapter.
(2) 
The state license number of each vehicle.
(3) 
The time and date that each vehicle is parked in violation of the provisions of this chapter.
(4) 
Any other facts or information which is necessary to a thorough investigation of the circumstances attending such violations. Each police or special officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of this chapter and instructing such owner or operator to report at the Municipal Court office of the Town of Phillipsburg in regard to such violation.
B. 
The owner or operator of any vehicle receiving notice attached to said vehicle shall pay to the Court Administrator or an Officer of the Court, either in person or by mail, the penalty established in accordance with the local Violations Bureau schedule.

C. 
Failure of such owner or operator to make such payment subjects that owner or operator to assessment of late penalty, assessment of additional court charges and possible issuance of bench warrant.
