It shall be unlawful for any person, persons, or corporations
to store garbage, vegetable matter, meat, or meat products on any
property within the limits of the Township of Bethel for the purposes
of feeding pigs, or for any other purpose whatsoever, unless the same
shall be kept or stored in sealed containers or sealed buildings.
The keeping of garbage, vegetable matter, meat, or meat products
except as herein provided, is hereby declared to be a public nuisance
and detrimental to the health of the general public.
It shall be unlawful for any person, persons or corporations
to place upon the land in Bethel Township or to use the same for fertilizer,
any night soil, contents of cesspools, or any human excrement of any
nature whatsoever.
It shall be unlawful for any person, persons or corporation
to permit cesspools to overflow causing the contents thereof to run
out upon the ground.
Any person who violates or permits a violation of this article
shall, upon being found liable therefor in a civil enforcement proceeding
commenced by the Township before a Magisterial District Judge, pay
the maximum amount authorized by the provisions of 53 P.S. §
66601(c.1), plus all court costs, including reasonable attorney's
fees, incurred by the Township in the enforcement of this article.
