The Board of Supervisors of the Township of Bethel, Delaware
County, Pennsylvania, does ordain that it shall hereafter be unlawful
for any person or persons to cause or tend to cause, by word or conduct,
a disturbance of the peace and good order of the Township of Bethel,
or cause or tend to cause any danger, discomfort or annoyance to any
of the inhabitants of the Township or users of the Township thoroughfares.
It shall be unlawful for any person or persons to wilfully make
any loud boisterous or unseemly noise or disturbance in the Township.
It shall be unlawful for any person or persons to fight or quarrel,
or incite others to fight or quarrel in the Township.
It shall be unlawful for any person or persons to publicly make
use of obscene or indecent language in the Township.
It shall be unlawful for any person or persons to loiter or
congregate upon any of the public streets or alleys or public grounds
in the Township to the annoyance of peaceable residents nearby or
traveling upon any street or alley or being lawfully upon any public
grounds of the Township.

A. Any person
or persons acting in violation of the above sections whereby the public
peace is broken or disturbed, or the traveling public is disturbed
or annoyed shall be guilty of disorderly conduct.
B. Any person
who violates or permits a violation of this chapter shall, upon being
found liable therefor in a civil enforcement proceeding commenced
by the Township before a Magisterial District Judge, pay the maximum
amount authorized by the provisions of 53 P.S. § 66601(c.1),
plus all court costs, including reasonable attorney's fees, incurred
by the Township in the enforcement of this chapter.
