There shall be a Recreation Department, the
head of which shall be the Recreation Commission. The Recreation Commission
shall be constituted and empowered as a Recreation Commission pursuant
to the General Municipal Law. The Commission shall consist of seven
members to be appointed initially for terms of: two members appointed
for one year, three members appointed for two years, and two members
appointed for three years, then as the terms of members of the Commission
expire members shall be appointed to a standard three-year term. The
Recreation Commission shall:
A. Conduct and supervise all recreational activities
in all public parks and recreational areas and facilities; shall be
responsible for planning and putting into operation measures for promoting
and conducting recreational activities in connection therewith and
for coordinating constructive forces to aid in the development of
the youth of the community.
B. Be responsible for planning and putting into operation
programs providing for leisure time activities of adults including
but not limited to programs for senior citizens.
C. Charge and collect for the use of City facilities
a reasonable fee or admission charge provided such fee or admission
charge has been specifically authorized by action of the Common Council.
D. Within any appropriation therefor, there may be a
Director of Recreation appointed on recommendation of the Commission.
He shall be under the direction and supervision of the Commission
and shall be a person who is experienced in the field of recreation
and in the conduct of recreational programs.
