One (1) Supervisor for each ward shall continue
to represent each of the six (6) wards on the County Board of Supervisors.
The City Court shall continue to exist and have
all of the powers possible for a City Court to now have, or in the
future to have, under the Constitution and laws of the State of New
York, as fully and completely as though they were enumerated in this
Charter. The Assistant Judge of City Court shall be appointed in accordance
with Chapter 335 of the Laws of 1951.

A. The City of Gloversville hereby elects to change the
form of its current Civil Service Administration.
B. The City of Gloversville hereby elects to eliminate
the current Civil Service Board, Commission and Administration.
C. The City of Gloversville hereby elects to have the
County of Fulton administer its Civil Service Administration.
In any case founded upon tort, a notice of claim
shall be required as a condition precedent to the commencement of
an action or special proceeding against the city or any officer or
employee thereof, and the provisions of Article 4 of the General Municipal
Law shall govern the giving of such notice and the commencement of
such actions or proceedings.

No civil actions shall be maintained against
any City or City official for damages or injuries to person or property
sustained by reason of any highway, bridge, street, sidewalk, crosswalk
or culvert being defective, out of repair, unsafe, dangerous or obstructed
unless written notice of such defective, unsafe, dangerous, or obstructed
condition of such highway, bridge, street, sidewalk, crosswalk or
culvert was actually given to the (City Clerk, City Engineer, City
Commissioner of Public Works), and there was a failure or neglect
within a reasonable time after the giving of such notice to repair
or remove the defect, danger or obstruction complained of. No such
action shall be maintained for damages or injuries to person or property
sustained solely in consequence of the existence of snow or ice upon
any highway, bridge, street, sidewalk, crosswalk or culvert, unless
written notice thereof, specifying the particular place, was actually
given to the (City Clerk, City Engineer, City Commissioner of Public
Works) and there was failure or neglect to cause such snow or ice
to be removed, or to make the place otherwise reasonably safe within
a reasonable time after the receipt of such notice.
Except as otherwise provided by this Charter,
removal and other disciplinary proceedings regarding officers and
employees of the city under civil service shall be governed by the
Civil Service Law.
All moneys shall be deposited by the Commissioner
of Finance in a bank or banks duly designated by the Common Council
as depository therefor; except that any funds not currently needed
may be invested by the Commissioner of Finance in any manner permitted
by this Charter or by law.
Within one year following the completion of
any federal decennial census, the Common Council shall reapportion
the wards of the city as authorized by the Municipal Home Rule Law.
