The Parks and Recreation Commission heretofore established shall hereafter be composed of nine resident tax payers of North Coventry Township, Chester County, Pennsylvania. Existing members previously appointed to terms on the Commission shall remain as members of the Commission. Appointments for such memberships shall be for a five-year term. Not more than two members' terms shall expire annually. Members of such Board shall serve without pay. All persons appointed shall serve their full terms unless they voluntarily resign or are removed by the Supervisors for dereliction or neglect of duty. Vacancies in such Board occurring otherwise than by expiration of term shall be for the unexpired terms, and shall be filled by appointment by the Board of Supervisors.
The members of the Parks and Recreation Commission shall elect their own Chairman and secretary and select all other necessary officers to serve for a period of one year. Such Commission shall have power to adopt rules and regulations for the conduct of all business within their jurisdiction. Their jurisdiction shall include the right to select, employ and discharge all recreational personnel used to carry out the provisions of this chapter. It shall be the duty of the Parks and Recreation Commission and its executives to submit an annual report to the Township Supervisors, including analysis of the community recreation area, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and public needs to be met.
Said Commission shall have authority to equip, supervise, operate and maintain parks, recreation areas and facilities and to conduct recreation programs. The Commission shall have further power of employing play leaders, recreation directors, supervisors, superintendents, or any other officers or employees as they deem proper. Said Commission shall exercise its powers and duties in establishing standards, qualifications and salary schedules, to be approved by the Supervisors, for all classifications of recreation employees.
Said Commission shall be responsible for establishing a general plan of Township parks, recreation areas and facilities, including those which may have been or may be laid out but not open. Such plan shall be submitted to the Supervisors for action thereon and upon approval shall be filed in the office of the Secretary of the Township.
