It shall be unlawful for any person to construct, alter or extend or operate a mobile home park in North Coventry Township unless and until all applicable requirements of Chapter 320, Subdivision and Land Development, and the following have been obtained:
A. 
A valid permit issued by the Chester County Health Department, in the name of the operator, for the specified construction, alteration or extension proposed; and
B. 
A permit issued by the North Coventry Township Zoning Officer, in the name of the operator, only after a copy of the Chester County Health Department permit has been furnished, all permits for water supply and sewage systems shall have been obtained and all other requirements contained herein have been complied with, and final approval of the application has been granted by the governing body.
In addition to the initial permits, the operator of a mobile home park shall apply to the Chester County Health Department and to the North Coventry Township Zoning Officer for an annual license to continue operation of the mobile home park. The Zoning Officer shall issue the annual license upon satisfactory proof that the park continues to meet the standards prescribed by the state and county agencies having jurisdiction and the standards of this chapter. Said license shall expire annually on December 31. Application for renewal must be submitted by December 15 of each year.
A. 
Fees for the initial application shall be prescribed by § 320-66 of Chapter 320, Subdivision and Land Development.
B. 
The fee for the annual license shall be as set from time to time by resolution of the Board of Supervisors and shall be submitted to the Zoning Officer with the application for the annual license.[1]

A. 
Upon notification to the licensee, manager or person in charge of a mobile home park, the Zoning Officer may inspect a mobile home park at any reasonable time to determine compliance with this chapter.
B. 
Upon receipt of the application for annual license and before issuing of such annual license, the Zoning Officer shall make an inspection of the mobile home park to determine compliance with this chapter. The Zoning Officer or other representative shall thereafter notify the licensee of any instances of noncompliance with the chapter and shall not issue the annual license until the licensee has corrected all such violations.
C. 
Every person holding a permit under this chapter shall keep, or cause to be kept, a register, which shall at all times be open for the inspection of any official of the Township. Such register shall show, for each mobile home accommodated in such mobile home park, the following information:
(1) 
The lot number of the lot on which such mobile home is parked or located.
(2) 
The names and addresses of all persons using such mobile home for living or sleeping purposes.
(3) 
The date of arrival of such mobile home at such mobile home park and the date of departure therefrom.
A. 
Mobile home park facilities which exist in North Coventry Township at the time of the adoption of this chapter shall be exempt from all of the requirements of this chapter except those stated in §§ 232-24, 232-25B and 232-26. These exemptions are to remain in effect so long as the ownership of said existing mobile home park facilities remains the same as the ownership of record at the time of the adoption of this chapter.
B. 
Notice must be provided to the Township Supervisors of the sale of any mobile home park facility within North Coventry Township and the new owner of the said mobile home park facility shall be responsible for bringing the park and its operation into conformance with this chapter.
C. 
Any additions or modifications made to any existing mobile home park facility subsequent to the adoption of this chapter must conform to all the provisions and specifications of this chapter.
No person shall remove a mobile home from any mobile home park unless a certificate is first obtained from the Township Tax Collector indicating that all current taxes have been paid.
