The provisions of this chapter shall be severable,
and if any of its provisions shall be held to be unconstitutional,
illegal or otherwise invalid, such decision shall not affect the validity
of any of the remaining provisions of this chapter. It is hereby declared
as a legislative intent that this chapter would have been adopted
had such unconstitutional, illegal or other invalid provision not
been included herein.

Violation of this chapter is a municipal infraction. Unless another penalty is expressly provided for in the Transportation Article of the Annotated Code of Maryland, every person found guilty of a violation of a provision of this chapter or supplement thereto shall be liable to pay a penalty as provided in the Charter, §
C12-3B, provided that the penalty for all parking violations shall
be $50, except for the following: the penalty for handicap parking
violations shall be $100; the penalty for parking an abandoned vehicle
and/or a vehicle without valid registration plates shall be $100 for
the first offense; and the penalty for parking during snow emergencies
shall be $75. These fines may be doubled for each subsequent offense
for any offender who receives more than one fine for the same offense
within 30 days of each other. Each day that any violation of this
chapter shall continue shall constitute a separate infraction.

All motor vehicle laws described in § 11-101
et seq. of the Transportation Article, including the Rules of the
Road set forth in Title 21 therein, of the Code of Maryland shall
apply in addition to the regulations set down in this chapter.
