The inhabitants of the Town of Walpole within
the corporate limits as established by law, since 1724, shall continue

This instrument may be cited as the Walpole
Charter.
It is the intent and the purpose of the voters
of the Town of Walpole through the adoption of this Charter to secure
for the town all of the powers possible to secure under the constitution
and statutes of the Commonwealth, as fully and as completely as though
each power were specifically and individually enumerated herein.
(A) The general powers of the town are set forth in the
Massachusetts General Laws.
(B) The town may enter into agreements with any other
unit of government to perform jointly or in cooperation, by contract
or otherwise, any of its powers or functions.
The powers of the town under this charter shall be construed liberally in favor of the town and the specific mention of any particular powers is not intended to limit in any way the general powers of the town as stated in Section
1-4.
