All persons employed at or using the facilities of the airport will
be subject to the contents of applicable federal air regulations pertaining
to airport security and to this chapter.
Only persons having been adequately identified as to having reason for
being there shall enter upon an air operational area of the Greater Rochester
International Airport.
All persons employed at the airport shall carry on their person while
on the airport and shall visibly display while in the air operations area
a Greater Rochester International Airport identification card issued by the
Airport Manager, except that all persons employed on the airport as agents
or representatives of tenants may be identified by their company's Federal
Aviation Administration approved identification system, but shall be limited
access to that company's exclusive airport operational area.
All persons other than those employed at the airport who have a need
to temporarily be in the airport operational area shall become the responsibility
of the person or company validating this entry. Each person or company validating
such temporary entry into the airport operational area shall provide each
such entrant with a temporary pass which shall meet the approval of the Airport
Manager in form.
No vehicle shall enter upon the airport operational area unless visually
marked with an emblem or insignia clearly defining said vehicle as belonging
in the airport operational area, with the exception of official government
vehicles displaying official license plates.
Tenants or agencies based at the airport who have vendors or agents
who regularly have need to enter the airport operational area for any purpose
may receive, by displaying an airport vehicle permit, access to the airport
operational area. Said airport vehicle permits shall be issued by the tenant
or agency involved.
It shall be incumbent on all tenant companies issuing airport vehicle
permits to provide escort to and from an airport operational area for any
such vehicles so permitted.
The operator of any vehicle issued an airport vehicle permit shall display
said permit on the passenger side dashboard such that it is visible from the
outside of the vehicle.
The Airport Manager reserves the right to refuse the issuance of a temporary
company pass or airport vehicle permit to any person entering the airport
operational area.
In the event that any fence barrier opening is unlocked and opened,
it is the responsibility of the person unlocking, opening and/or using said
fence barrier opening to immediately close and lock the same. Further, it
will be incumbent upon said person to ensure that no unauthorized vehicle
and/or persons enter the airport operational area.
In the event that any fence barrier opening is required to be in an
open and unlocked position by a tenant and/or lessee, said tenant and/or lessee
shall provide a monitoring service to prevent unauthorized access to the airport
operational area. Monitoring other than by visual monitoring must be approved
by the Airport Manager.
The tenant and/or lessee shall be responsible for security within the
airport operational area which is exclusively his. Further, he will ensure
that all fence barrier openings in his exclusive area remain locked at all
times when not in use.
Two areas are designated as "points of final passenger screening" at
the airport. They are:
A. The entrance to the A Wing; and
B. The entrance to the D Wing at the airport passenger terminal.
All persons passing through a point of final passenger screening without
a Greater Rochester International Airport identification card or an approved
tenant identification card shall submit at this point to such passenger screening
as is required by the Federal Aviation Administration.
