A. The membership of the Veterans Commission shall be
composed of a maximum of 13 members appointed annually. The Mayor
shall appoint six members and the Township Council shall appoint five
members. These members shall be residents of the Township of Toms
River, who are veterans, or relatives of members of the armed services
who lost their lives in service to the United States, as defined in
this chapter.
B. In addition to the members denoted hereinabove, the
following shall be honorary, nonvoting members whose attendance shall
not be counted towards determining a quorum:
(1) The commanders of all veterans' organizations in Toms
River Township chartered by the Congress of the United States.
(2) The Presidents of the Ladies Auxiliaries of all veterans'
organizations in Toms River Township chartered by the Congress of
the United States.
(3) All residents of Toms River Township who are holders
of an honorable discharge from any of the military services of the
United States of America.

The objectives of the Veterans Commission of
Toms River Township shall include but not be limited to the following:
A. Recommendation to the Mayor and Township Council of
such measures as to promote the welfare of veterans residing in Toms
River Township.
B. Recommendation and coordination of public patriotic
celebrations.
C. Cooperation with county, state and federal veterans'
agencies so as to provide better service to veterans who are residents
of Toms River Township.

For the purpose and concern of the Veterans
Commission of Toms River Township, the following definitions shall
be duly noted:
RELATIVES OF MEMBERS OF THE ARMED SERVICES WHO LOST THEIR LIVES
IN SERVICE TO THE UNITED STATES
The mother, father, sister, brother, child or spouse of a
member of the Army, Navy, Air Force, Marines and Coast Guard, including
all Reserves and National Guard personnel attached to these branches,
as well as those who serve in the Merchant Marine in time of war,
who died or was declared missing in action while on active duty during
time of war or armed conflict.
VETERAN
Any person who has served and was discharged under honorable
conditions or is currently serving the country in the Army, Navy,
Air Force, Marines and Coast Guard, including all Reserves and National
Guard personnel attached to these branches, as well as those who serve
in the Merchant Marine in time of war.
VETERAN OF ANY WAR
Any veteran who served in the active military, naval or air
service during a period of war.
A disabled veteran of any war, who is a permanent
resident or taxpayer of the Township of Toms River and who is certified
by appropriate federal authorities as being qualified for a permanent
disability of 30% or more, shall be exempt from the payment of any
fees or other charges for the use of any recreational facilities of
the Township as provided for by applicable law.
Members are required to attend meetings of the
Veterans Commission. The unexcused failure to attend three meetings
in a calendar year shall cause that member to be removed without further
action. The Mayor and Township Council may appoint a successor to
fill the unexpired term.
Subject to the prior written permission of the
Township Administrator, the Veterans Commission is authorized to have
a car and cycle show as a fund-raiser once a year. The Township Administrator
may impose whatever requirements are necessary to protect the Township's
interest as a condition of approval.
There is hereby authorized the following fee
structure for the car and cycle show to be put on by the Veterans
Commission:
A. Preregistration fee (up to 10 days prior to show):
$8.
B. Registration the day of the show: $10.
The Veterans Commission is authorized to have
an essay contest once a year. The Veterans Commission is also authorized
to solicit donations to be used as prizes in this essay contest and
to defray any additional parade expenses in a manner that is consistent
with the Local Budget Law, N.J.S.A. 40A:4-1 et seq. The Township Administrator
may impose whatever requirements are necessary to protect the Township's
interests as condition of approval.

A. Organization. There is hereby established a Toms River
Township Recreation Committee which shall consist of a number of Township
officials and representatives of various organizations located within
the municipality. The initial membership of the Toms River Township
Recreation Committee shall consist of 20 members as set forth below.
In addition, the Mayor of Toms River Township shall serve as an ex-officio
member of said Committee.
B. Membership. The members of the Toms River Township
Recreation Committee shall be as follows:
(1) Toms River Township Recreation Director.
(2) Toms River Township Director of Senior Services.
(3) One representative from the Mayor's Advisory Committee
on Behalf of Children and Young Adults with Developmental Disabilities.
(4) A representative from the Toms River Township Police
Athletic League.
(5) A member of the Toms River Little League.
(6) A member of the Toms River East Little League.
(7) A member of the Toms River Basketball Association.
(8) A member of the Toms River Soccer Association.
(9) A member of the Toms River Youth Soccer Club.
(10)
A member of the Toms River Independent Club.
(11)
A member of the Toms River Girls Softball League.
(12)
A member of the Toms River Angels Pop Warner
League.
(13)
A member of the Toms River Raiders Pop Warner
League.
(14)
A member of the Toms River Indians Pop Warner
League.
(15)
A member of the Toms River Black Hawks Ice Hockey
Club.

Three members of the Township Council's Parks
and Recreation Subcommittee.

A representative of the Township's Open Space
Committee.

A representative of the Toms River Regional
School District.
C. All members of the Toms River Township Recreation
Committee shall serve for the balance of the calendar year of the
year of their initial appointment. Thereafter, all appointments to
said Board shall be for a term of one year, expiring on December 31
of the year of appointment. With the exception of the Mayor, Council
representatives, Recreation Director and Director of Senior Services,
all other appointments to the Toms River Township Recreation Committee
shall be made by the Township Council of the Township of Toms River,
by resolution. The membership of the Committee shall select, from
amongst it's members, a Chairman and Vice Chairman to serve on an
annual basis.
D. The Township of Toms River shall include within it's
municipal budget provisions for the payment of a sum of not more than
$100 per meeting for a recording secretary who shall be responsible
for all notices and advertisements for said meetings of the Committee
and for the maintenance of the official records of said Committee,
including the minutes thereof. The recording secretary shall be appointed
by the Township Council. The recording secretary shall not receive
any additional compensation other than as set forth herein for their
service as recording secretary for the Committee.
E. Compensation of members. The members of the Toms River
Township Recreation Committee shall not receive any compensation from
the Township of Toms River nor shall they be entitled to receive any
benefits from service on the Committee; however, this provision shall
not preclude any Township employee who serves on the Commission from
receiving whatever salary and/or benefits they are entitled to pursuant
to their position of employment with the municipality.
F. Powers. The Toms River Township Recreation Committee
shall meet at least monthly and shall provide a written report on
at least an annual basis to the Mayor and Township Council of the
Township of Toms River detailing the Committee's actions for the preceding
year and recommendations for the next calendar year. In addition thereto,
minutes of each monthly meeting shall be prepared by the Committee's
Secretary and provided to both the Mayor and Council. The Toms River
Township Recreation Committee shall be responsible for:
(1) Reviewing all existing land owned by any public entity
within the municipality to determine their continued and/or future
use as recreation facilities for the municipality.
(2) Review any and all lands which are privately owned
within the municipality which may be, in the future, utilized for
either active and/or passive recreation programs for the residents
of Toms River Township.
(3) Review and/or recommend such lands, buildings or other
improvements which may be utilized in the future for the development
and/or use for active and/or passive recreation facilities by the
municipality or by way of interlocal or other agreements with the
Toms River Regional School District, the County of Ocean or the State
of New Jersey.
(4) Review, assess and recommend to the municipality such
plans, activities or other programs which might be offered by the
municipality to the residents of the community in the future based
upon the amount of participation and/or need therefore. The Toms River
Township Recreation Committee shall make such other recommendations
as it deems in the best interest of the community for the provision
and expansion of recreational opportunities for all residents of the
municipality.
G. Limitation on powers.
(1) The Toms River Township Recreation Committee shall
not have the authority to buy, sell, lease or otherwise acquire and/or
convey any real property or improvements thereon.
(2) The Toms River Township Recreation Committee shall
not have the authority to borrow, bond for or otherwise incur any
indebtedness on behalf of the Committee or the Township of Toms River.
The Committee shall not have the authority to enter into any contracts
or to hire or retain any person or company or corporation.
H. Additional members. The Township Council of the Township
of Toms River may, consistent with the intent and purpose of this
section, appoint up to five additional members by resolution. It is
the intent of this provision to allow the appointment of other individuals,
selected from the community at large and also to permit the appointment
of representatives from other organizations serving the municipality
as their number of participants expands in the future.
I. Vacancies. A vacancy occurring otherwise than by expiration
of a term shall be filled for the unexpired term only, and the new
appointee shall be appointed from amongst the members of the organization
which the prior appointee had represented on the Committee.
J. Recording secretary; miscellaneous expenses. The governing
body shall make a provision in it's budget an to appropriate funds
for the expenses of a recording secretary and such miscellaneous expenses
as may be necessary for postage, mailings and/or advertisements.

There is hereby established the Mayor's Advisory
Committee on Developmental Disabilities (hereinafter "Committee")
which shall serve for the purpose of advising the Mayor and Township
Council and making recommendation on ordinances and policies which
concern and are of interest to persons with developmental disabilities
and their families. The Committee shall also serve to advise the Mayor
and Township Council as to prospective and appropriate procedures
to provide advocacy on behalf of person with developmental disabilities
in the community. The Committee shall further provide information
and referral resources to members of our community who are in need
of special services and education; specialized governmental services
in the areas of physical therapy, occupational therapy, speech therapy
and related developmental encouraging techniques; specialized equipment,
including, but not limited to, walkers, wheelchairs and similar apparatus;
health care, transportation, employment, education, recreation, public
safety and housing. The Committee shall be comprised of no more than
25 members consisting of one representative of each of the following
organizations: Toms River Regional School District, the ARC of Ocean
County, 21 Plus, Childrens' Specialized Hospital Toms River, Community
Medical Center, Epilepsy Foundation, the Mayor's Advisory Committee
on ADA Compliance, and the Ocean County Health Department. The balance
of the membership shall consist of adults with developmental disabilities,
family members of persons with developmental disabilities and/or individuals
with expertise in the field. Members of the Committee need not be
residents of Toms River Township. All Class II members, except organizations,
of the Committee shall be appointed by the Mayor with the advice of
the Township Council. The Chairperson shall be elected at the first
meeting of the calendar year by a majority of Committee members present
at the time of the election. The Mayor or his or her designee and
one Township Council member shall serve as co-liaisons to this Committee
as nonvoting members. The term for all members of the Committee shall
be for one year commencing on January 1 and ending on December 31.

A. The Mayor’s Advisory Committee on Americans
with Disabilities Act (ADA) Compliance (hereinafter referred to as
“Committee”) shall serve for the purpose of advising the
Mayor and Township Council and making recommendations on ordinances
and policies which concern and are of interest to persons with disabilities
and their families. The Committee shall also serve to advise the Mayor
and Township Council as to the concerns of the disabled persons, barrier-free
facilities, employment practices and the like and general and specific
compliance with the requirements of the Americans with Disabilities
Act and any appropriate legislation dealing with the subject matter
hereof. The Committee shall also serve to advise the Mayor and Township
Council as to prospective and appropriate procedures to provide advocacy
on behalf of persons with disabilities in the community. The Committee
shall further provide information and referral resources to members
of our community who are in need of services.
B. The Committee shall meet at least quarterly. The Chairperson

Township Reservoir Advisory Committee which shall consist of a number
of Township officials and public members residing within the municipality.
The initial membership of the Toms River Township Reservoir Advisory
Committee shall consist of 17 members as set forth below. The Mayor
of Toms River Township shall serve as an ex-officio member of said
Committee.
B. Membership. The members of the Toms River Township
Reservoir Committee shall be as follows:
(1) The Mayor or his designee.
(2) Two members of the Council.
(3) One member of the Environmental Commission.
(4) One member of the Toms River Municipal Utilities Authority.
(5) One member of the Citizens Advisory Committee on Childhood
Cancer Cluster.
(6) One member of the Recreation Committee.
(7) One representative of the Engineering Department.
(8) One representative of the Toms River Recreation Department.
(9) One member from the Toms River Fire Prevention Bureau.
(10)
Six citizens-at-large of the Township of Toms
River.
(11)
One member on the Township Planning Board.
C. All members of the Toms River Township Reservoir Advisory
Committee shall serve for the balance of the calendar year of the
year of their initial appointment. Thereafter, all appointments to
said Board shall be for a term of one year, expiring on December 31
of the year of appointment. The Mayor shall appoint his designee,
the respective members from the Environmental Commission, the Engineering
Department, Recreation Department, and a member of the Township Planning
Board. All other appointments shall be made by the Township Council.
The Township Council shall appoint a Chairman and Vice Chairman from
the six citizens-at-large to serve on an annual basis.
D. The Township of Toms River shall include within its
municipal budget provisions for the payment of a sum of not more than

as a reservoir for the residents of Toms River Township.
(2) Obtain information on the economic, legal, and engineering
feasibility of the locating, creation and maintenance of a reservoir
within the municipality.
(3) Review and/or recommend such lands, buildings or other
improvements which may be utilized in the future for the development
and/or use for a reservoir by the municipality or by way of interlocal
or other agreements with other municipalities, the County of Ocean
or the State of New Jersey or any utility company.
(4) Review, assess and determine the potential costs which
would be incurred by the municipality in creating a reservoir and
the potential revenue which would be generated therefrom.
(5) Make a final report to the Mayor and Council as to
whether the municipality should pursue the establishment of a reservoir
and, if so, when.

A. There is hereby established the Mayor's Advisory Committee on
the Toms River Senior Center, which shall serve for the purpose of
advising the Mayor and Director of Human Services on, and researching,
recommending, and implementing programs and activities for, the Toms
River Senior Center.
B. The Committee shall consist of not more than 20 members, at least
15 of which must be Township residents, who shall serve in a volunteer
capacity for one-year terms commencing on January 1 and expiring on
December 31.
C. The Committee shall meet at least twice per year; the first meeting
shall occur no later than March 31, at which time the Committee shall
elect a chairperson. The Director of the Department of Human Services
shall serve as co-liaison to the Committee.
