A. 
Long title. The long title shall be as follows: "A law regulating and restricting the location, construction and use of buildings and structures and the use of land in the Village of Valley Stream, County of Nassau, State of New York."
B. 
Short title. This chapter shall be known and may be cited as the "Zoning Law of the Village of Valley Stream, New York."
C. 
Purposes. There is hereby established a Comprehensive Zoning Plan and Zoning Law for the Village of Valley Stream, New York, which plan and law are set forth in the text, tables and map that constitute this chapter. Said plan and law are adopted for all of the purposes set forth in Article 7 of the Village Law of the State of New York, Article 10 of the Municipal Home Rule Law and the Statute of Local Governments and all power and authority granted therein are hereby adopted in the interest, protection and promotion of the public health, safety and general welfare. The Comprehensive Zoning Plan and Zoning Law implement the policies for land use in the Village of Valley Stream which include:
(1) 
Land uses must be controlled to provide a balance of residential and nonresidential areas in the Village.
(2) 
The impact of land uses must be controlled to maintain and protect the residential and suburban character of the Village consistent with the ability of the Village to provide facilities and services.
(3) 
Commercial development must be encouraged and maintained only along the principal thoroughfares in the Village and should be supported by adequate off-street parking and efficient vehicle circulation.
(4) 
A greater role for the public must be encouraged.
(5) 
The Village's human, environmental and community resources must be fully respected.
(6) 
Conflicts between commercial and noncommercial land uses should be minimized and mitigated in order to achieve a balance between these areas in the Village.
