It shall be unlawful for any motor vehicle, including but not limited to, automobile, motorcycle or all-terrain vehicle, to access Eastland Drive, East Island, from the west end of Pryibil Beach, Glen Cove, or access the west end of Pryibil Beach from Eastland Drive, East Island, or otherwise transverse the geographical area separating East Island and the west end of Pryibil Beach. The City Department of Public Works shall post and maintain signs at the west end of Pryibil Beach notifying the public of this regulation. Notwithstanding anything to the contrary contained in this provision, emergency access and egress shall be permitted through the west end of Pryibil Beach to and from Eastland Avenue.
Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York or for which no other fine is provided in § 265-27.3 shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
A. 
Whenever a snow emergency is declared by the Mayor, it shall be unlawful to park or abandon any vehicle along the even-numbered side of any street, avenue or highway within the City of Glen Cove. It shall further be unlawful to park or abandon any vehicle along either side of Glen Street, School Street, or Bridge Street.

B. 
The Mayor may declare a snow emergency whenever, in his judgment, snow has created dangerous driving conditions or the National Weather Service has predicted a snowfall of three inches or more.
C. 
Any vehicle parked or abandoned in violation of the provisions of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic. Employees of the Department of Public Works or any peace officer may remove, or cause to be removed, any such vehicle to any other location within the City. The owner of such vehicle shall pay a fine of $50 for the cost of removal and storage (up to one week) thereof before he is entitled to regain possession of the vehicle. The owner shall pay an additional sum of $50 for each and every week or part thereof that the vehicle is thereafter being stored by the City. The City shall not be liable for any damage to the vehicle while being removed or stored.
D. 
A violation of this section shall be punishable by a fine not less than $25 nor more than $100.

A. 
It is the intent of this section to provide public vehicle charging stations to serve the needs of the public as demand may require.
B. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
ELECTRIC VEHICLE
A battery electric vehicle that uses chemical energy stored in rechargeable battery packs, either as its sole source of energy or as combined with petroleum base fuels.
ELECTRIC VEHICLE CHARGING STATION
A public parking space that includes dedicated battery charging equipment that permits for the transfer of' electric energy to an electric vehicle's rechargeable battery pack or other energy storage device.
ELECTRIC VEHICLE PARKING SPACE
A parking space marked for the exclusive use of an electric vehicle for the purpose of using battery charging equipment to recharge the vehicle's propulsion battery pack. Each parking space shall be posted with signage indicating the space is only for electric vehicle charging purposes.
C. 
The City hereby designates parking spaces at each of the following off-street public parking locations for use as electric vehicle charging stations:

D. 
Hourly electric vehicle charging fees shall be set forth in a fee schedule, from time to time, by City Council resolution. Said resolution shall set forth the hourly fee while an electric vehicle is charging at the electric vehicle charging station. It shall be a violation for a vehicle to remain in an electric vehicle parking space for more than 60 minutes after it is fully charged or to occupy such space while not charging its battery pack.
E. 
Nonelectric vehicles are prohibited from stopping, standing, or parking at electric vehicle charging stations.
F. 
Violations.
(1) 
Offenders of this section shall be subject to a fine of $75.

Offenders of this section may also be subject to other applicable fines in the City's Code of Ordinances
