The Chief of Police is hereby authorized to furnish off duty police officers, on a voluntary basis, to service private or quasi-public functions upon written request received from such party and upon the party's agreement to pay the charges therefor.
Such power of the Chief of Police shall at all times be confined to the areas and functions as may be authorized by resolutions adopted by the Mayor and Council from time to time.

The party requesting the service of a member of the Police Department as stated in § 84-14 hereof shall be charged to pay for each service per hour at the rate of $65 per hour for all security/nontraffic-related details and $90 per hour for all traffic-related details while performing private or quasi-public functions when off-duty in accordance with the current PBA contract now in effect, plus a ten-dollar administrative fee for all entities, except non-profit groups (including, but not limited to, churches) in which the administrative fee will remain at $2. An additional fee of $25 will be added to the hourly rate charged when a patrol vehicle is required. A late notification fee of $5 per hour shall be applied within two hours of requested detail. All sums shall be paid to the Treasurer of the Borough of South Plainfield and shall become part of its general funds.

The Motor Vehicle Commission shall engage the services of the South Plainfield Police Department to provide police off-duty security, the off-duty work to take place at the Motor Vehicle office located at Golden Acres Shopping Mall in the Borough of South Plainfield. The agreed-upon reimbursement rate is $42 per hour for each officer along with an administrative fee of $2.23; total annual reimbursement to be $80,500. All sums shall be paid to the Treasurer of the Borough of South Plainfield and shall become part of its general funds.
Each member of the Police Department rendering such service shall be compensated at the rate to be set forth by ordinance properly adopted by the Mayor and Council of the Borough of South Plainfield. Such money shall be paid through and out of regular payroll procedures. The time spent by any such member of the Police Department shall not be computed as part of regular employment hours or overtime.
The procedures set forth herein pertaining to the manner and method of fixing and collecting charges, together with the establishment of payroll procedures, shall be subject to rules and regulations promulgated by the New Jersey Division of Local Government Services.
