The compaction equipment heretofore installed
by the Borough of South Plainfield at Kenneth Avenue is to be utilized
for the receiving, compacting and removal of household materials generated
by residents of the Borough of South Plainfield but not to include
garbage. Materials to be discarded will be identified by the Department
of Public Works in accordance with rules established by the landfill
accepting said materials.
The following persons are prohibited from using
the compactor facility:
A. Persons who do not reside in the Borough of South
Plainfield.
B. Persons wishing to deposit allowable items of discard
from places other than their homes in the Borough of South Plainfield.
C. Persons transporting allowable items of discard to
the compactor facility in trucks (as defined in N.J.S.A. 39:1-1) except
as noted above.
D. Persons depositing allowable items of discard or any
material from a business, commercial or industrial activity.

A. Purpose. The purpose of the following procedures is
to provide a more effective manner in which South Plainfield residents
may have debris picked up at their homes. Every Class II residential
dwelling unit shall be entitled to one bulk pickup and one annual
pickup at no cost to the dwelling unit owners; senior citizens shall
be entitled to senior citizen pickups as hereinafter defined.
B. Definitions. As used in this section, the following
terms shall have the meanings indicated:
ANNUAL PICKUP
This program shall be for the disposal of attic, garage and/or
basement debris, as well as garden debris tied neatly into manageable
bundles, placed at curb by homeowner.
BULK PICKUP
This program shall be for the disposal of large household
debris only, including but not necessarily limited to items such as
refrigerators, washing machines, dryers, boilers and furniture pieces.
SENIOR CITIZEN PICKUP
This program is intended for the pickup of allowable yard
debris from residences of senior citizens (homeowners and residents
of the Borough 65 years and older) and disabled homeowners (homeowners
and residents of the Borough who are listed on the Borough tax rolls
as being entitled to receive the disability tax deduction).
C. Rules and regulations.
(1) Annual pickup. Arrangements for annual pickups shall
be made by telephoning the office of the Department of Public Works.
Upon calling, the homeowner will be advised when to place the debris
on the curb for pickup. Only one annual pickup shall be permitted
per residence.
(2) Bulk pickup. Arrangements for bulk pickups shall be
made by telephoning the office of the Department of Public Works.
If the request is for other than the first (no charge) pickup, a compactor
coupon (issued to that particular address) must be redeemed at the
Department of Public Works prior to the pickup. In all situations
each separate bulk item such as a piece of furniture or each appliance
will be considered as an individual pickup.

(3) Senior citizen pickup. Arrangements for senior citizen
pickups shall be made by telephoning the office of the Department
of Public Works. Upon calling, the senior citizen shall be advised
when to place the debris upon the curb for pickup. There shall be
no charge assessed for senior citizen pickups, and a compactor coupon
need not be redeemed.

For each violation of any provision of this
article, there shall be a fine imposed not to exceed $1,000 or imprisonment
for a term not to exceed 15 days, or both. In addition to the above
penalties the violator will not be permitted to use the compactor
facility for the period of one year.
