A. 
Authority to impound vehicles. When any vehicle is parked or abandoned on any highway in the city during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, or when any vehicle is found unattended on any highway in the city where said vehicle constitutes an obstruction to traffic, or when any vehicle is parked or abandoned on any highway in the city where stopping, standing or parking is prohibited, said vehicle may be removed by or under the direction of any police officer of the city to any place or garage designated by the Chief of Police.
B. 
Storage and charges. After removal of any vehicle as provided in this section, the Police Department may store such vehicle in a suitable place at the expense of the owner. Such owner, or person in charge of the vehicle, may redeem the same upon payment of the amount of all expenses actually and necessarily incurred in effecting such removal, together with any charges for storage.
C. 
Notice of removal. The Police Department shall have the duty to ascertain to the extent possible the owner of the vehicle or a person having charge of same, to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem same and to comply in all other respects with the Vehicle and Traffic Law.
A. 
Legislative authority. This ordinance is adopted pursuant to § 1640a of the Vehicle and Traffic Law of the State of New York, at the request of owners of shopping centers in the City of North Tonawanda, Niagara County, New York.
B. 
Regulations. Upon written request of either the owner or the person in general charge of the operation and control of a parking area in a shopping center in the City of North Tonawanda (as the terms "parking area" and "shopping center" are defined in § 1640-a of the Vehicle and Traffic Law) the following traffic regulations shall be in effect from the effective date of this ordinance at shopping center parking areas:
(1) 
Parking, standing or stopping of vehicles within areas marked "no parking" or "fire zone" is prohibited, except for vehicles delivering merchandise.
(2) 
No vehicles shall stop, stand or park in front of any doorways in said shopping centers, except for vehicles delivering merchandise.
(3) 
Those areas set forth in Subsection B(1) and (2) of this section shall be known as "fire lanes" in said parking areas.
(4) 
Any vehicle parked or abandoned in said fire lanes during snowstorms, floods, fire or other public emergencies shall be removed upon the order of the Superintendent of Public Works and may not be recovered except upon payment to the City Clerk for all expenses incurred in the removal and storage of said vehicle by the owner or operator of same.
(5) 
No vehicles shall stop, stand or park within areas marked or designated as "handicapped parking," unless such vehicles prominently display a parking permit for the handicapped as provided by § 1203-a of the Vehicle and Traffic Law.

C. 
Penalties for offenses. The violation of § 96-53 of this ordinance shall constitute a traffic infraction, and every person convicted of a traffic infraction for a violation of this ordinance shall be punishable by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment. For a second such conviction within 18 months thereafter, such persons shall be punished by a fine of not more than $100 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $250 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.

Legislative authority. This section is adopted pursuant to §§ 1640 and 1670 of the Vehicle and Traffic Law of the State of New York.
B. 
Regulations. Pursuant to parking regulations established by the North Tonawanda Housing Authority, the following traffic and parking regulations shall be in effect from the effective date of this section at the North Tonawanda Housing Authority parking areas:
(1) 
Parking, standing, or stopping of vehicles within areas marked "no parking" or "fire zone" is prohibited, except for vehicles delivering merchandise.
(2) 
No person shall cause or permit any vehicle registered in the name of or operated by such person to be parked in any fire lane area or in any parking space on the North Tonawanda Housing Authority's premises other than in a designated visitor's parking area unless such person shall have had that parking space designated for his or her use by the North Tonawanda Housing Authority and unless said vehicle has the proper window sticker affixed in the proper place.
(3) 
Any other traffic or parking restrictions duly adopted by the North Tonawanda Housing Authority.
C. 
Penalties for offenses. A violation of this section shall constitute a traffic infraction, and a violation of this section shall be punishable by a fine of not more than $20.

Legislative authority. This section is adopted pursuant to §§ 1640 and 1670 of the Vehicle and Traffic Law of the State of New York.
B. 
Regulations. The following traffic and parking regulations shall be in effect from the effective date of this section at the Carousel Park Apartments parking areas:
(1) 
Parking, standing or stopping of vehicles within areas marked "no parking" or "fire zone" is prohibited, except for vehicles alighting passengers or delivering merchandise.
(2) 
No person shall cause or permit any vehicle in the name of or operated by such person to be parked in any parking space on the premises of Carousel Park Apartments, other than in a designated visitor's parking area, unless such person shall have had a parking permit issued to him by the owner or manager of Carousel Park Apartments and unless said vehicle has the proper bumper sticker affixed in the proper place.
C. 
Penalties for offenses. A violation of this section shall constitute a traffic infraction, and shall be punishable by a fine of not more than $10.

Regulations. The following traffic and parking regulations shall be in effect from the effective date of this section at the Manhattan Street Parking Lot parking area:
(1) 
Parking, standing or stopping of trucks, commercial vehicles, tractors, trailers, tractor-trailer combinations and dump trucks, as well as motor homes and campers, shall be excluded from the Manhattan Street Parking Lot, excepting the above-named vehicles using the Manhattan Street Parking Lot when making local deliveries and pickups to the surrounding and adjoining businesses, or pursuant to other authorization of the Common Council.

Penalties for offenses. A violation of this section shall constitute a traffic infraction and shall be punishable by a fine of not more than $100.

Parking, standing or stopping of trucks, commercial vehicles, tractors, trailers, tractor-trailer combinations and dump trucks, as well as motor homes and campers, shall be excluded from the Robinson Street Parking Lot, excepting the above-named vehicles which are authorized to use the Robinson Street Parking Lot pursuant to its designation as the City market, or making local deliveries to and pickups from the surrounding and adjoining businesses, or pursuant to other authorization of the Common Council.
C. 
Penalties for offenses. A violation of this section shall constitute a traffic infraction and shall be punishable by a fine of not more than $100.
