There is hereby created within the Town of Cicero a separate department
of town government to be known as the "Department of Planning and Development."
The Department of Planning and Development will propose and provide
methods for updating and improving the efficiency of the current Code Enforcement
Office.
There is hereby created the office of Commissioner of Planning ans Development,
who shall be the executive administrator of the Department of Planning and
Development. The term of said office shall be for a term of two years and
until a successor shall have qualified, provided, however, that the appointee
to such office shall be removable at the pleasure of the Town Board.
The Commissioner of Planning and Development shall be responsible to
the Town Board of the Town of Cicero and shall have generally the following
powers and duties:
A. Those powers and duties necessary for the general supervision
of the Department of Planning and Development.
B. To plan, organize, direct and review administrative procedures
necessary to the operation of the Department of Planning and Development.
C. To provide an annual budget to the Town Board of the
Town of Cicero for the Department of Planning and Development.
D. To supervise and review the work of departmental subordinates
and report periodically to the Town Board of the Town of Cicero concerning
the operations of the department and have the power to employ such officers
and/or employees as are deemed necessary for the proper operation of the Department
of Planning and Development, within budgetary limitations established by the
Town Board of the Town of Cicero.
E. Have and exercise the same powers and duties as are granted
to the Code Enforcement Officer by the laws of the State of New York and by
resolutions of the Town Board of the Town of Cicero.
F. Shall be responsible for determining policies and procedures
for the operation of the Department of Planning and Development.
G. Shall perform such other duties and functions as from
time to time the Town Board of the Town of Cicero may lawfully request.
