Where a public sanitary or combined sewer is not available under the
provisions of any local, county, state or federal law, the building shall
be connected to a private sewage disposal system complying with the provisions
of this chapter.
Before commencement of construction of a private sewage disposal system
or an addition thereto, the owner shall first obtain a written permit signed
by the village's Code Enforcement Officer. The application for such permit
shall be made on a form furnished by the village, which the applicant shall
supplement by any plans, specifications and other information as are deemed
necessary by the Superintendent. A permit and inspection fee as set forth
in the Village Fee Schedule shall be paid to the village at the time the application
is filed; for an addition to an existing system, the permit and inspection
fee shall also be as set forth in the Village Fee Schedule. The foregoing rates are minimums, and any additional costs will
be borne by the property owner.
The owner shall operate and maintain the private sewage disposal facilities
in a sanitary manner at all times, at no expense to the village.
No statement contained in this chapter shall be construed to interfere
with any additional requirements that may be imposed by the Health Officer.
In cases where the applicant proposes a sewage disposal system other
than the conventional on-site subsurface disposal system as defined in the
New York State Part 75 regulations, the applicant shall be required to obtain
Orange County Department of Health approval, in addition to the Village Engineer's
review, prior to further consideration by the Village of Harriman.
