The Board of Recreation Commissioners shall consist
of seven members, who shall be designated Commissioners, and two alternate
members, who shall be designated as Alternate No. 1 and Alternate
No. 2, all of whom shall be residents of the Township and shall be
appointed in the manner prescribed by N.J.S.A. 40:12-1 and 40:12-1.1.
All appointments shall be for a term of five years, and shall be so
staggered that the term of at least one Commissioner, and not more
than two Commissioners, shall expire in each year. All vacancies shall
be filled for the unexpired term only. Commissioners shall serve until
their successors are appointed and qualified and they shall receive
no compensation for their services.
Any member who does not attend three consecutive meetings
without good cause may be discharged from the Board by resolution
of the Township Committee. In such event, a successor shall be appointed
to serve for his unexpired term. Any member proposed to be so discharged
shall be entitled to a hearing before the Township Committee, if he
requests it.
The members of the Board shall annually elect from
their own numbers a President and Vice President. They may appoint
a Secretary and employ such other assistance as they may deem necessary,
within the limits of budget appropriations.
The Board of Recreation Commissioners shall meet regularly
at least once each month in connection with the performance of their
duties and for the consideration of matters affecting public parks
in the Township. They shall adopt rules and regulations for the purpose
of facilitating the work of their department and for the purpose of
regulating the conduct of the meetings of the Commission.
From time to time the Commissioners shall formulate
plans for the development and improvement of the public park and playground
lands now or hereafter owned by the Township; propose methods or arrangements
for the proper maintenance and care of such lands and the improvement
thereof; formulate rules and regulations for the public use of park
and playground lands and improvement thereof; determine annually what
sums may be necessary for the improvement, care and maintenance of
the public park and playground lands within the Township; and recommend
to the Township Committee, in writing, the amounts necessary to be
raised for that purpose. All recommendations of the Commissioners
involving the expenditure of moneys shall be submitted to the Township
Committee prior to the introduction and formal consideration of the
annual budget. The sum actually appropriated by the Township Committee
in any year shall not, in any case, exceed the sum recommended by
the Commissioners, but the Township Committee may appropriate any
lesser amount.
The Board of Commissioners shall have the powers conferred
upon them by N.J.S.A. 40:12-1 to 40:12-15, inclusive. The Board shall
also have the full and complete authority and power, exclusive of
the Township Committee, to expend the moneys raised for park and playground
purposes, other than for the acquisition of land, and all moneys so
raised for such purposes shall be paid out by the Township Treasurer
upon the warrant of the Board of Recreation Commissioners, signed
by its President and attested by its Secretary, and not otherwise;
provided, however, that the Commissioners shall not have the power
and authority to name any obligation in the name of or for the account
of the Township except as authorized from time to time by the Township
Committee and the provisions of this section.
The Board of Recreation Commissioners’ duties shall include,
but not be limited to, the planning of and participation in the following
community events: Stillwater Day; Cleanup Day; Garage Sale Day; Summer
Recreation Program; Annual Tree Lighting; State Fair Township Display;
and Miss, Little Miss and Master Stillwater contests.
