There is hereby established a Department of Licenses and Inspections in the City of Vineland, the head of which shall be the Director.
The Director shall be appointed by the Mayor of the City of Vineland with the advice and consent of City Council.
The Director shall be appointed for and shall serve during the term of the office of the Mayor appointing him and until the appointment and qualification of his successor.

The Director shall receive a salary to be paid in the same manner as other department heads and officers of the City of Vineland. The current salary is set forth in Chapter 157, Salaries and Compensation.

No person shall qualify for appointment as the Director of the Department of Licenses and Inspections unless such person shall have a background of not less than 10 years' experience in a supervisory capacity and further shall have 10 years' experience in departmental management, budgeting, employee discipline, scheduling of employees and enforcement of laws and regulations.

A. 
In the event that the Construction Official of the City of Vineland is appointed Director of the Department of Licenses and Inspections, then said person shall continue to administer and enforce the State Uniform Construction Code and the building, plumbing, electrical and fire protection subcode officials and all related support personnel.
B. 
In the event that the Construction Official of the City of Vineland is not appointed Director of the Department of Licenses and Inspections, then the Construction Official shall continue to administer and enforce the State Uniform Construction Code and the building, plumbing, electrical and fire prevention subcode officials and all related personnel, but said subcode officials and personnel shall be subject to the general supervision of the Director and all budgetary personnel in administrative matters unrelated to the enforcement and administration of the State Uniform Construction Code.
C. 
The Director of the Department of Licenses and Inspections shall, consistent with applicable statutes and ordinances, also:

(1) 
Prescribe the work and internal organization of the Department.
(2) 
Appoint, direct and supervise subordinate officers and employees of the Department and make all individual work assignments.
(3) 
Approve or disapprove payrolls, bills and claims chargeable to Department appropriations.
(4) 
Provide such information reports on the work of the Department as the Mayor may from time to time require.
(5) 
Supervise administrative functions of the Zoning Officer and all related activities of support personnel engaged in enforcement and administration of zoning ordinances and statutes.
(6) 
Supervise administrative functions of the Housing Inspector and all related activities of support personnel engaged in enforcement and administration of housing ordinances and codes.
(7) 
Prescribe and maintain applications for all licenses and permits, and establish procedures for issuing licenses and permits, except for limousine and liquor licenses, together with any additional requirement imposed by law or deemed necessary by City Council.
D. 
The Director of the Department of Licenses and Inspections shall work a minimum of 20 hours per week and no more than 29 hours per week.
