As used in this chapter, the following terms
shall have the meanings indicated:
- AESTHETIC SECURITY GATE
- Any gate, movable tracked doors, screens or fencing that roll up, fold or slide over the interior or exterior of the storefront or commercial building which less than 25% of said gate, movable tracked doors, screens or fencing is a solid material.
- INDUSTRIAL ZONE
- That meaning as defined in Chapter 425 of the Code of the City of Vineland.
- KNOX-BOX
- A secured locking box of size and dimensions as specified by the Department of License and Inspection in which shall be located all keys necessary to unlock security gates. A master key to the Knox-Box shall be made available to the Chief of the Fire Department, Chief of Police and Chief of Emergency Management. The master key shall provide access to all Knox-Boxes in the City.
- PEDESTRIAN WALKWAY
- A walkway or alleyway designed and utilized for pedestrian traffic as a means of ingress and egress to the street or sidewalk in the redevelopment area.
- REDEVELOPMENT AREA
- That portion of the City of Vineland which has been designated as an area in need of rehabilitation pursuant to the Redevelopment Plan adopted by Ord. No. 2004-25.
- SOLID SECURITY GATES
- Any gate, movable tracked doors, screening or fencing that roll up, fold or slide over the interior or exterior of a storefront or commercial building which more than 25% of said gate, movable tracked doors, screening or fencing is of a solid material. A "solid security gate" shall also mean any gate, movable tracked door, screening or fencing which has, as any part thereof, solid panels as part of the same.
A.
Redevelopment area.
(1)
Aesthetic security gates and solid security gates
which are mounted on the exterior of storefronts on the street side
or pedestrian walkway side of any building, retail, commercial or
otherwise, in the redevelopment area are prohibited. Existing security
gates shall be removed within one year after the effective date of
this chapter.
(2)
Aesthetic security gates as defined herein are permitted
in the redevelopment area, provided said aesthetic security gate is
mounted in/on the interior of the building. Solid security gates are
prohibited.
(3)
Any building which has installed therein or thereon
any type of security gate shall have affixed on the front exterior
wall a Knox-Box. The Knox-Box shall be mounted in a manner and location
as specified by the Department of Licenses and Inspections.
B.
Area other than the redevelopment area.
(1)
Solid security gates are prohibited.
(2)
Aesthetic security gates are permitted either on the
exterior or interior of any building outside the redevelopment area.
(3)
Any building which has installed therein or thereon
any type of security gate shall have affixed on the front exterior
wall a Knox-Box. The Knox-Box shall be mounted in a manner and location
as specified by the Department of Licenses and Inspections.
A.
Aesthetic security gates or solid security gates are
permitted in the redevelopment area and areas other than the redevelopment
area to secure motor vehicle entrance to a building,

Aesthetic security gates or solid security gates are
permitted on storefronts or businesses located within the confines
of indoor malls where such gates are not visible from a public street,
sidewalk or parking lot.
C.
Security gates other than aesthetic security gates
located in areas other than the redevelopment area which were installed
prior to the effective date of this chapter shall be permitted; provided,
however, should any preexisting solid security gate need to be replaced,
it shall be replaced with an aesthetic security gate and shall comply
with this chapter.
No security gate of any kind shall be built,
erected, mounted or otherwise placed upon, in, around or about any
property in the City of Vineland without first obtaining a permit
for the same through the Department of Licenses and Inspections.
The provisions of this chapter shall be enforced
by the Department of Licenses and Inspections.
