The office of Comptroller for the City of Vineland
is hereby established.
The Comptroller shall:
A. Perform such duties as set forth under the laws of
the State of New Jersey.
B. Manage the finances of the City as set forth in N.J.S.A.
40:69A-48.
C. Take all steps necessary and as provided by law for
setting up an encumbrance system of budget operation, for expenditures
only upon written requisitions, for the preaudit of all claims and
demands against the municipality prior to payment and for the control
of all payments out of any public funds by individual warrants for
each payment to the official having custody thereof.
D. Perform such further duties as shall hereafter be
required by the Mayor and City Council.
The Comptroller shall hold office coextensive
with the term of office of the appointing authority.
The Comptroller shall be bonded by the City
of Vineland for at least the minimum amount as specified by New Jersey
law.
