Any person utilizing the services of the Valley
Forge Sewer Authority (VFSA) shall be subject to fees and charges
for such services as follows:
A. Sampling and analysis fees:
(1) For each sampling and analysis event by VFSA personnel
and laboratory:

with average daily flows of 1,000 to 10,000 gallons): $6,600.
(d)
Noncategorical small-flow industries (industries
with average daily flows of less than 1,000 gallons): $5,500.
(2) Repermitting:
(a)
Categorical industries: $3,700.
(b)
Noncategorical large-flow industries (industries
with average daily flows of greater than 10,000 gallons): $2,600.
(c)
Noncategorical medium-flow industries (industries
with average daily flows of 1,000 to 10,000 gallons): $1,700.
(d)
Noncategorical small-flow industries (industries
with average daily flows of less than 1,000 gallons): $1,400.
C. Annual fees:

(1) Categorical industries: $9,100.
(2) Noncategorical large-flow industries (industries with
average daily flows of greater than 10,000 gallons): $7,100.
(3) Noncategorical medium-flow industries (industries
with average daily flows of 1,000 to 10,000 gallons): $5,400.
(4) Noncategorical small-flow industries (industries with
average daily flows of less than 1,000 gallons): $4,400.
D. Extra-strength waste surcharges:

(1) Biochemical oxygen demand (BOD): $372.35 per 1,000
pounds BOD.
(2) Total suspended solids (TSS): $323.97 per 1,000 pounds
TSS.
E. Administrative fee. For the processing of each invoice,
statement or bill for services, including but not limited to invoices,
statements or bills for sampling events, permits, repermits, licenses
and surcharges: the amount of $65 per invoice.

All fees shall be due and payable at the time
the services are rendered. If these fees are not paid in full, they
will be subject to the VFSA's standard penalties, costs, interest
and expenses, including but not limited to attorney's fees. Valley
Forge Sewer Authority may collect the fees, together with penalties,
costs, interest and expenses, including attorney's fees, by any means
authorized by law. In addition, any unpaid amounts shall be a lien
on the property and shall be enforceable in accordance with law.
For the purpose of this chapter, "person" shall
mean any individual, firm, company, association, society, corporation,
partnership or group.
The proper officers, employees and agents of
this Authority are authorized and directed to do all acts which may
be necessary and proper to implement this chapter.
