Any person utilizing the services of the Valley Forge Sewer Authority (VFSA) shall be subject to fees and charges for such services as follows:
A. 
Sampling and analysis fees:
(1) 
For each sampling and analysis event by VFSA personnel and laboratory:

Administrative fee. For the processing of each invoice, statement or bill for services, including but not limited to invoices, statements or bills for sampling events, permits, repermits, licenses and surcharges: the amount of $65 per invoice.

All fees shall be due and payable at the time the services are rendered. If these fees are not paid in full, they will be subject to the VFSA's standard penalties, costs, interest and expenses, including but not limited to attorney's fees. Valley Forge Sewer Authority may collect the fees, together with penalties, costs, interest and expenses, including attorney's fees, by any means authorized by law. In addition, any unpaid amounts shall be a lien on the property and shall be enforceable in accordance with law.
For the purpose of this chapter, "person" shall mean any individual, firm, company, association, society, corporation, partnership or group.
The proper officers, employees and agents of this Authority are authorized and directed to do all acts which may be necessary and proper to implement this chapter.
