A Police Department is hereby established in and for the Borough of Aldan. The Chief of Police shall be the chief executive of the Police Department. He shall, under the direction of the Mayor, be in charge of the police force and have supervision over its members, in the exercise of its powers, duties and authority.
All classifications of police officers, the number of persons to serve in each classification on a full-time and/or a part-time basis and the compensation of each shall be as determined by the Borough Council from time to time by motion.

The borough hereby authorizes and directs the President of the Council and the Borough Secretary to enter into a mutual aid agreement with adjacent municipalities wherein the borough and each municipality signatory to the agreement shall authorize the police of every party to the agreement to answer calls, to provide police protection and services and to make arrests in each municipality, when requested, in the same manner and to the same extent as such police will perform services in their own municipality.
The primary duty of the Borough of Aldan is to provide adequate police protection within its own geographical boundaries, and compliance with requests for police assistance by any other signatory to the agreement shall be voluntary and not compulsory for the Borough of Aldan.
The extent of any police aid to be furnished by the borough for any other municipality shall be determined solely by the borough, and the aid furnished may be recalled at the discretion of the borough at any time.
All borough police personnel who are furnished to aid other municipalities shall work as far as possible under their own supervisors and Chief of Police, and the equipment furnished shall, to the extent possible, be operated solely by the personnel of the Borough of Aldan at all times.
The borough shall not be required to pay any charge or compensation to any other parties to the agreement for services rendered hereunder. Any services performed or expenditures made in connection with the furnishing of mutual aid under any agreement by the borough shall be deemed to be for the direct protection and benefit of the inhabitants and property of the Borough of Aldan.
Any police officer of the borough furnishing aid to any other municipality shall at all times remain the employee of the borough, and the borough, at all times, shall be responsible for such officer's wages, workmen's compensation insurance and all other benefits to which said police officer may be entitled and shall be responsible for all other duties and responsibilities pertaining to his employment.
The borough shall have the right to withdraw from the mutual aid agreement upon 10 days' written notice to each of the other signatories to the agreement.
