All sidewalks in the Borough shall be maintained in good repair and in shape to readily and entirely shed water towards and to the gutter and shall be kept free from weeds obstructing the same by the respective owners of property abutting thereon. The phrase "good repair" of all sidewalks and curbs within the Borough of Aldan shall include the removal of any grass, weeds, trash, debris, refuse or foliage growing in the street/curb joint abutting a public street. Further, all owners or occupants of properties within the Borough are prohibited from placing or dumping the clippings of grass, foliage, bushes, trees, as well as trash, debris, refuse, etc., into a public street.
The material used in making repairs of such sidewalks shall be the same as that composing such sidewalks at the time of making such repairs.
Upon default of such owners to make the proper repairs or to remove the weeds after 10 days' written notice so to do by the Mayor or a member of the Highway Committee left upon the premises, then the Borough shall have the right to make such repairs or to remove the weeds and collect, by lien or otherwise, the cost of the work and material needed therefor, with an advance of 20% thereon, from such owners as claims by law are collectible.

Any person found guilty after a hearing before the District Justice having jurisdiction within the Borough of Aldan of violating any of the provisions of this article shall, upon conviction thereof, be punished by a fine of not less than $25 nor more than $100 for the first offense and not less than $50 nor more than $300 for the second offense and each subsequent offense in any three-hundred-sixty-five-day period and/or for a term of imprisonment in the Delaware County Prison for a term not to exceed 30 days for each and every offense, or by both fine and imprisonment.
