The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

The parking of vehicles is hereby prohibited on all streets within the Village between the hours 12:00 midnight and 7:00 a.m. during the period beginning November 1 and ending April 1 from year to year.

The parking of vehicles is prohibited at all times in those streets or parts of streets described in Schedule IX (§ 88-49). No tractor-trailers or trucks greater than 3/4 ton, as that term is commonly understood, shall be parked at any time within the Village of Shortsville, except to make deliveries.
The parking of vehicles is hereby prohibited in the locations described in Schedule X (§ 88-50) during the times indicated of any day except Sundays and holidays, unless otherwise indicated.
The parking of vehicles is hereby prohibited in the locations described in Schedule XI (§ 88-51) for a longer period of time than that designated, during the hours indicated of any day except Sundays and holidays.
The standing of vehicles at any time is hereby prohibited in the locations described in Schedule XII (§ 88-52).
The stopping of vehicles at any time is hereby prohibited in the locations described in Schedule XIII (§ 88-53).

A. 
Upon any street in the Village of Shortsville, no person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the paved or main traveled part of the street when it is practicable to stop, park or so leave such vehicle off such part of said street, but in every event an unobstructed width of the street opposite a standing vehicle shall be left for free passage of other vehicles, and a clear view of such stopped vehicle shall be available from a distance of 200 feet in each direction upon such highway.
B. 
This section shall not apply to the driver of any vehicle which is disabled while on the paved or main traveled portion of a street in such a manner and to such extent that it is impossible to avoid stopping and temporarily leaving such disabled vehicle in such position.

A. 
No person shall drive, park, place or stand any vehicle, boat, trailer or similar object or place any obstruction on that portion of any highway within the Village of Shortsville lying between the curb or paved portion of the highway and the sidewalk adjoining said highway. In areas where there are no sidewalks adjoining the highway, there shall be no parking in the Village right-of-way between the edge of the pavement or gutter and the property line of the owner.
B. 
The following shall be excluded from the provisions set out in Subsection A of this section: all those areas situated in commercial or industrial zones where there exist prior to this section bona fide blacktop or concrete paved parking areas.

No motor vehicle shall be repaired, maintained, serviced or left running and unattended in or on any street, highway, roadway, parkway or parking lot open to the public or other area open to the public.
