The provisions of this article shall apply to all municipal parking lots designated as such by the Village Board of the Village of Shortsville and so signed with the legend "Municipal Parking Lot" or equivalent wording. The parking of vehicles within these municipal parking lots shall be regulated as herein provided.
As used in this article, the following terms shall have the meanings indicated:
MUNICIPAL PARKING LOT
An area provided by the Village of Shortsville for the off-street parking of vehicles, together with the means of ingress and egress thereto, and so designated by the Village of Shortsville as a municipal parking lot.
The Village of Shortsville may, from time to time, designate areas as municipal parking lots. Any area so designated as a municipal parking lot shall be governed by the provisions of this article. The following lots are hereby designated as municipal parking lots:
A. 
Shortsville Municipal Parking Lot No. 1, located within the Village of Shortsville and bounded by East Main Street on the north side, Sheldon Street on the west side, the Village office building on the south side and private property on the east side.
B. 
Shortsville Municipal Parking Lot No. 2, located within the Village of Shortsville and bounded by West Main Street on the north side and private property on the west, south and east sides.
No vehicle shall be parked in any portion of the municipal parking lot not indicated or designated as a parking stall. All other space within the paved area of the municipal parking lot shall be deemed driving areas.
No person shall park a vehicle for a period exceeding 24 hours in any municipal parking lot. Vehicles will be moved at least once in the twenty-four-hour period to provide for maintenance and/or for snow removal.
No person shall park any vehicle in such a manner that such vehicle or any part of such vehicle extends into two or more parking stalls or into an area designated as a driving area.
No person shall operate a motor vehicle in a careless or reckless manner or at a speed greater than the minimum required to maintain forward or rearward movement of the vehicle. This section shall not apply to the movement of emergency vehicles within any municipal parking lot.
Pedestrian traffic shall have priority over vehicular traffic in any municipal parking lot, provided that no pedestrian shall exercise such priority in a manner that will cause or be likely to cause an accident or collision or create a condition that will hinder the movement or parking of vehicles within the municipal parking lot.
No person shall place on any portion of any municipal parking lot any object or substance that will cause or be likely to cause any hazard or obstruction to any area located within such municipal parking lot.
A. 
No motor vehicle shall be repaired, maintained, serviced or left running and unattended in any portion of a municipal parking lot.
B. 
No motor vehicle shall be parked in any portion of the municipal parking lot without first having a valid certificate of registration, a valid certificate of inspection and in effect an operator's policy of liability insurance.
Sections 88-27 and 88-28 of this chapter shall apply to this article.
