The consumer shall protect all service pipes, meters and appurtenances from damage by frost or freezing.

The owners of premises into which water is introduced by a service pipe shall be required to maintain the said service pipe and its fixtures and appurtenances from the curb box to and into the premises.

The customer shall notify the Village promptly of any leak, defect or damage affecting the service pipe between the property line and the point where metered.

The owners of premises into which water is introduced by a service pipe shall be responsible for the cost of all repairs to said pipes. When it is necessary for the Village to make repairs or to take action to prevent damage of any nature to the water system, the cost therefor shall be added to the user's regular bill, as the same is prepared in accordance with Article IX of this chapter, and shall, if not paid according to the provisions thereof, become a lien in accordance with § 91-36.
