There be and is hereby established a Division of Public Health in the City of Vineland Department of Health.
The appointing authority shall appoint a Health Officer.
The Health Officer shall be licensed by the New Jersey Department of Health and Senior Services pursuant to N.J.A.C. 8:7.
The Health Officer shall be employed full-time as the chief executive officer of the Department of Health for the administration of the Division of Public Health. The Health Officer shall evaluate health problems, plan appropriate activities to address those health problems, develop necessary budgetary procedures to finance the activities and direct staff to implement the activities in an efficient and economical manner consistent with the obligations imposed by N.J.A.C. 8:52 et seq. The Health Officer shall also provide for the following:
A. 
Administrative services. The Health Officer shall be responsible for the administrative and organizational management services necessary to effectively lead the Department of Health pursuant to N.J.A.C. 8:52-5. The functions of management and leadership include, but are not limited to, planning, organization, public health staffing, coordination and response, budgeting, evaluation and reporting.
B. 
Health education and health promotion. Strategies that promote health and quality of life. This service shall include the combination of health, education and related activities which are designed to facilitate behavioral and environmental adaptations to protect or improve health. This process enables individuals and communities to control and improve their health status. This service also provides opportunities for individuals to identify problems, develop solutions, and work in partnerships to build on existing skills and strengths.
C. 
Public health nursing. Synthesis of nursing and public health practices for the purpose of protecting and promoting physical and mental health to prevent disease, injury and disability. Public health nursing practice incorporates the core public health functions of assessment, assurance and policy development within the art and science of professional nursing practice through a systematic process which promotes and protects the public health.
D. 
Best practices. The Health Officer, the Department of Health and all subordinate employees and agents assigned thereto shall strive to meet the guidelines of best practices as set forth in the Appendix of the New Jersey Administrative Code, Title 8, Department of Health and Senior Services, which shall include:
(1) 
Environmental health activities.
(2) 
Communicable disease activities.
(3) 
Maternal and child health activities.
(4) 
Adult health services activities.
(5) 
Health education and health promotion.
E. 
Monitor health status. Directing the collection, compilation, interpretation, and communication of vital statistics and health status measures; the identification of threats to health; the assessment of health service needs; and the analyses, communication and publication of information on access, utilization, quality and outcomes of personal health issues.
F. 
Policy development. Directing the systematic planning process for health improvement. The development and tracking of measurable health objectives as a part of continuous quality improvement strategy, the development of consistent policy regarding prevention and treatment services, and the development of model codes to guide the practice of public health.
G. 
Diagnosis and investigation of health problems and hazards. Directing the epidemiological identification of emerging health threats; active infectious disease prevention and control efforts; and technical capacity for epidemiological investigation of disease outbreaks and patterns of chronic disease and injury.
H. 
Preventive personal health services and access to health care. Directing the accessibility of the personal health care system to socially disadvantaged individuals. Culturally and linguistically appropriate materials and staff shall be accessible to assure linkage to services for special populations. Guiding continuous care management, transportation services, and technical assistance and health information for high-risk groups and occupational health programs.
