There be and is hereby established a Division of Vital Statistics in the City of Vineland Department of Health.
The appointing authority shall appoint a Local Registrar, who shall be certified by the Municipal Clerk to the New Jersey Department of Health and Senior Services.
The Local Registrar shall be appointed to a three-year term of office or until a successor has been appointed and qualified. At least 10 days prior to the expiration of the term of office, the appointing authority shall appoint a successor or reappoint the incumbent Local Registrar.
The Local Registrar shall be duly licensed in accordance with N.J.A.C. 8:2A-4.1(c).
The Local Registrar shall:
A. 
Directly supervise the registration of births, marriages, domestic partnerships, civil unions and deaths, as well as the reporting of the same with the State of New Jersey Registrar.
B. 
Verify the identity of any applicants for records, determine their relationship to the individual listed on the vital record and establish the need for such records.
C. 
Be available during business hours to address the needs of federal and state agencies, as well as the public.
D. 
Appoint a Deputy Registrar, Alternate Deputy Registrar and Sub-Registrar, as needed.
A. 
The Deputy Registrar shall assist in the normal day-to-day operations of the division and act as the designee of the Local Registrar in the absence, disability or death of the Local Registrar. In the event of the Local Registrar's death, the Deputy Registrar shall serve until a replacement has been appointed and qualified. The Deputy Registrar shall hold a certified municipal registrar certificate.
B. 
In addition to the Deputy Registrar, the Local Registrar may appoint one or two Alternate Deputy Registrars if the Local Registrar deems such an appointment to be necessary for office efficiency. The Deputy Registrar and Alternate Deputy Registrar shall have the authority to receive birth and death certificates; to issue burial permits and copies of birth, death, marriage, civil union and domestic partnership certificates; to take the oath on marriage and civil union license applications, and to issue marriage and civil union licenses and register domestic partnerships. The Deputy Registrar and Alternate Deputy Registrar shall receive instructions from and perform their duties under the direct supervision of the Local Registrar, who shall be the final authority with regard to their duties and responsibilities. The Deputy Registrar and any Alternate Deputy Registrar shall serve at the pleasure of the Local Registrar.
