It is the desire of the Borough Council of the Borough of Freedom, and said Borough Council hereby signifies its intention, to organize an Authority under the Act.[2]

It is desirable for the entire borough to improve the various Business and Industrial Districts situated within the borough.
Pursuant to the terms and provisions of the Act, a public hearing was held at the Freedom Borough Municipal Building, Third Avenue and Ninth Street, Freedom, Pennsylvania, on May 8, 1991, at 6:30 p.m., prior to the adoption of this chapter, and notice of said public hearing was given at least thirty (30) days prior thereto as required by the Act.
A. 
Pursuant to said desire and intention, and in conformity with the terms and provisions of the Act, as amended, the proposed Articles of Incorporation are in the form and content of a copy thereof attached hereto, made a part hereof and marked as Exhibit A.[1]

B. 
The proposed Articles of Incorporation of said Authority shall be executed by and on behalf of the borough by its Council President, and the Seal of said borough shall be thereunto affixed, attested by the Borough Secretary of the borough and filed with the Secretary of the Commonwealth of Pennsylvania. The Solicitor of the Borough of Freedom is hereby authorized and directed to cause to be published the notice of intention to file the Articles of Incorporation with the Secretary of the Commonwealth of Pennsylvania as required by the Act.
The name of the Authority shall be the "Freedom Business District Authority."
A. 
The Board of the Authority shall consist of seven (7) members. The members of the Board shall be appointed in accordance with § 309A(a) of the Act.[1]

B. 
According to the terms of the Articles of Incorporation, the Town Council hereby appoints the following as members of the Board of the Authority.[2]

The Borough of Freedom retains the right, which exists under the Act, to approve any plan of the Authority which is to be implemented within the borough limits.
